This position is located in the Supply Chain Management Division, Infrastructure Management Office, Deputy CIO for Enterprise Infrastructure, and Bureau of Information Resource Management (IRM/EI/IM/SCM) in the U.S. Department of State (DOS). The IT Project Manager provides expert advice to the SCM leadership concerning all Division mission critical program activities.
Duties
Provides expert advice to and collaborates with key SCM management concerning all Division mission critical
program activities.
Develops and implements current and long-range project plans and procedures required to accomplish the SCM mission.
Performs cost-benefit analyzes for organization, and prepares recommendations for Division Chief concerning development, maintenance and adjustment of project budgets, spending plans and staffing plans.
Oversees planning and direction for implementing the Information Technology Infrastructure Library (ITIL) for IT best practices that is easily accessible throughout the SCM organization.
Recommends operational improvements and remedial actions necessary to ensure that IT projects are accomplished effectively and in accordance with SCM policies.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants applying for the GS-13 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:
1. Attention to Detail - This skill is generally demonstrated by assignments where the applicant works at a highly detailed level whenplanning, establishing and directing IT projects using standard project management methodologies.2. Customer Service - This skill is generally demonstrated by providing expert advice, guidance and recommendations, resolvingproblems, or meeting customer expectations in IT project management. The employee is thoroughly committed to providing qualityproducts and services.3. Oral Communication - This skill is generally demonstrated by the employee giving oral presentations to individuals or groupseffectively, taking into account the audience and nature of the information, and makes clear and convincing oral presentations to seniormanagement officials on complex and/or controversial issues.4. Problem Solving - The employee is a demonstrated "self-starter" and able to work independently; must be willing to accept ongoingtraining to stay abreast of emerging methodologies in IT project and program management. Demonstrates the ability to determineaccuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.)
AND
Have at least 1 full year of specialized experience equivalent to the GS-12 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience prioritizing and integrating projects and resolving project/program management issues for an Office.
Experience planning and directing the improvement of an IT Infrastructure Library (ITIL).
Experience with IT projects that involve IT systems analysis and assessment, to identify inefficiencies, assess risks, and ensure technology alignment with business goals.
NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
There is no substitute of education for specialized experience for the GS-13 position.
