Duties
As a management and program analyst, performs analytical and evaluative work in support of office programs, management systems, and processes impacting one or more of the following functional areas: budget execution and formulation, resource utilization, performance management and internal controls, program evaluation, human capital, correspondence management, records management, informationcollections, space management, and general administrative operations. Leads efforts to develop policies and procedures and implement process improvements to enhance the efficiency and effectiveness of office operations. Provides advice and recommendations to office management in their assigned functional areas.

Qualifications
In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level (GG-12) in the Federal service or equivalent experience in the private or public sector. The ideal candidate will be able to demonstrate the following:
1. Demonstrated Ability to Manage and Maximize Allocated Human Capital and/Budgetary Resources.
2. Demonstrated skill using software applications and IT tools.
3. Analytical ability sufficient to plan, organize and perform a variety of program and administrative management functions and activities involving competing priorities and deadlines.
4. Ability to compile/analyze data and evaluate results toward the drawing of sound conclusions.
5. Demonstrated ability to establish and maintain effective work relationships with individuals at all levels, including managers and supervisors, coworkers, and staff personnel of other offices.
SPECIALIZED EXPERIENCE is defined as: Experience in conducting budget formulation, budget execution, financial management, or human capital management activities. Experience managing programs or projects or with conducting administrative functions. Experience in collecting, consolidating, or analyzing data. Ability to interact and work effectively with individuals at multiple levels.
