The primary purpose of this position is: To exercise second level supervisory and managerial authorities over the Headquarters Air Force Reserve Officer Training Corps (AFROTC) Cadet Force Management Branch, providing planning, directing, organizing, and exercising control over supervisory and non-supervisory employees assigned to the Cadet Force Management Branch.

Duties

Plans, organizes, and oversees the activities of the Cadet Force Management Branch, ensuring that cadet force management actions comply with legal and regulatory requirements and meet customer needs. Exercises supervisory personnel management responsibilities. Represents Cadet Force Management Branch and HQ AFROTC with a variety of installation and functional area organizations. Assists the Branch Chief in managing a variety of cadet force management actions and programs, executing changes as required by statute, DoD, and DAF. Researches, interprets, analyzes, and applies Public Law, Department of Defense (DoD), Department of the Air Force (DAF), AFPC, AETC, AU, and AFROTC guidance, instructions, and policies. Manages information and staff policies for the Branch Chief. Controls HHQ tasks and staff workflow, including task analysis, task distribution, task response and collection.

  • This is a supervisory position, a 1-year probationary period may be required.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of and skill in applying a wide variety of complex military HR concepts, principles, methods, practices, policies, programs, techniques and regulations of the Reserve programs for benefits and entitlements, casualty assistance, separations and all Air Reserve Component retirements. Knowledge of and skill in applying military HR regulations, policies, practices, procedures involved in reviewing, analyzing and evaluating entitlements and retirements. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of Title 10, US Code, Air Force instructions/regulation, guidance and procedures governing the operation, programs, and functions of the AFROTC Registrar Cadet Force Management Branch. Knowledge of safety and security regulations, practices, and procedures. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors as outlined in legislative, DOD, HQ USAF, SECAF, HQ AETC, Air University, Holm Center and AFROTC directives and guidance. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Ability to communicate effectively both orally and in writing, to gain cooperation from others through tact, courtesy, and diplomacy in coordinating a wide variety of policies affecting AFROTC. Knowledge of Microsoft Office 365 products (including Teams), and the Holm Center's proprietary cadet management database, Web-Intensive New Gains System (WINGS), to retrieve/review data, and prepare reports/briefings. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
