The primary purpose of this position is: To serve as a branch chief directing a team of personnel specialist and support staff in providing a wide range of civilian personnel services to assigned units on Maxwell AFB.

Duties

Plans, organizes, and directs the activities of an assigned team which consist of Human Resources Specialist (Affirmative Employment, Classification, and Employee Relations) and support staff Exercises supervisory personnel management responsibilities Ensure assigned teams comply with legal and regulatory requirements and meet customer needs Prepares written correspondence and other documents Participates in special projects and initiative and performs special assignments

  • This is a Centrally Managed Position in the Force Support Career Field

  • This position is subject to provisions of the DoD Priority Placement Program
  • This is a Supervisory Position. A 1 year probationary period is required if applicant selected has not previously met this requirement. This position meets the supervisory exemption criteria of the Fair Labor Standards Act (5CFR.204)

  • Occasional travel by military or civilian conveyance may be required
  • Must be able to obtain and maintain a Secret Clearance
  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions
  • KEY- The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the
  • CONT. capability of the parent Federal Agency or office to function effectively
  • This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,")
  • The incumbent must be removed from their military recall status if alternatives for filling position during an emergency are not available

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Human Resources Management, Series 0201. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience include: The ability to Develops goals and objectives that integrate branch, flight, and squadron objectives. Researches, interprets, analyzes and applies Office of Personnel Management (OPM), DoD, and Air Force guidelines, regulations, supplements, policy letters, public law, and case law and precedents as they pertain to assigned subject matter areas. Knowledge of the full range of position classification, staffing, employee relations laws, regulations, policies, practices, methods, and procedures. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the full range of position classification, staffing, employee relations laws, regulations, policies, practices, methods, and procedures. 2. Ability to gather facts and use effective, analytical, and evaluative methods to accurately assess information and make sound decisions. 3. Ability to plan, organize, and direct the functions of a moderate-size branch in the flight. 4. Ability to communicate effectively, both orally and in writing, clearly, concisely and with technical accuracy. 5. Ability to established effective working relationships with others. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
