You will serve as a HUMAN RESOURCES SPECIALIST (MIL) in the Secretary of the Navy Council Review Boards of SECNAV CORB.

Duties

You will serve as a case examiner and negotiate with attorneys and/or applicants in matters pertaining to the applicant’s issues and the nature and quality of relief requested. You will review, analyze, and determine the adequacy of supporting materials for discharge reviews, fitness for continued service, or other related actions of active duty and reserve Navy and Marine Corps personnel, retirees, or discharged personnel. You will apply a high degree of professionalism and a thorough knowledge of laws and regulations governing Navy and Marine Corps military records. You will present orally and in writing to an executive board a balanced summary of the salient facts in each case based on a comprehensive analysis of supporting materials. You will prepare formal approval or denial letters for the board President’s signature.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS11) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying administrative concepts, policies and operating procedures for military administrative boards such as: Administrative Separation Board; Board of Inquiry; Promotion Board; Discharge Review Board; and/or Board for Correction of Military/Naval Records. Experience applying officer and enlisted Military Occupational Specialty (MOS) used for classification of duties and a basic understanding of the physical and mental challenges presented by an MOS and how they are affected by environmental, emotional, medical, and physical factors. Experience utilizing the Military Correspondence Manual, legal, and military terminology and its proper use and application. Experience understanding, processing, and conducting data entry techniques using the Case Management System.
