You will serve as the Director of Civilian Human Resources in the Total Force Manpower Department, Civilian Human Resources Division of COMMANDER - NAVAL INSTALLATIONS.
Duties
You will be responsible for strategic human resources and workforce planning for the command's strategic plan.
You will be responsible for developing and administering command wide regulatory guidance, standards and procedures, for the management and direction of human resource programs, processes and operations which are responsive to commands requirements.
You will be responsible for representing the commander in matters related to human resources operations and processes.
You will be responsible for managing and guiding the conducting of quality based command management assessments to determine the state and effectiveness of human resources programs and services.
You will be responsible for supervising a staff of senior level human resources specialists via subordinate supervisors and exercising the full range of supervisory duties.

- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-14) or pay band in the federal service or equivalent experience in the private or public sector executing, directing, or managing the delivery of civilian federal human resources (HR) services involving one or more of the following functions: recruitment and staffing, classification, compensation, labor relations, employee relations, oversight of automated personnel information systems, or employee development; ensuring compliance with governing laws and regulations; developing, interpreting, and/or advising senior management on HR policies and administration; and providing substantive input to the strategic planning of human capital resources for an organization.
