You will serve as the Director Civilian Human Resources (DCHR) for the Naval Facilities Engineering Command (NAVFAC). You will serve as the principal strategic partner and advisor to Command leadership on civilian Human Resources (HR) matters and responsible for the execution of the Command HR program.
Duties
You will develop and administer Command-wide guidance for HR programs, processes and operations which are responsive to Command requirements, goals, and mission.
You will serve as the technical authority within the Command on HR issues.
You will lead and support Command human capital and strategic workforce planning efforts.
You will serve as lead advocate for Command HR requirements and represent the Command on all HR issues.
You will collaborate with the Office of Civilian Human Resources (OCHR) on Department of Navy (DON) HR issues to propose, develop, and advance appropriate legislative, regulatory and policy initiatives, processes and DON-wide HR improvements.
You will prepare business cases to support HR initiatives and develop and explain total HR costs.
You will work closely with the Director Equal Employment Opportunity (DEEO) to ensure Equal Employment Opportunity is fully integrated into HR programs, processes and operations.
You will ensure information technology (IT) systems and applications are compliant with DON IT policy and HR Functional Area Managers requirements.
You will evaluate and assess HR programs throughout the Command to ensure proper operations.

- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Executing, directing, or managing the delivery of civilian federal human resources (HR) services involving one or more of the following functions: recruitment and staffing, classification, compensation, labor relations, employee relations, oversight of automated personnel information systems, or employee development; ensuring compliance with governing laws and regulations; developing, interpreting, and/or advising senior management on HR policies and administration; and providing substantive input to the strategic planning of human capital resources for an organization.
