This position is located at Bureau of the Fiscal Service, Administrative Resource Center - Travel Service Division. As a Financial Systems Analyst, you will perform a variety of work to support the travel or relocation programs for Fiscal Service and franchise customers.
Duties
The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
Participate in the management and maintenance of travel and financial systems utilized by travel. These systems are comprised of personal computers, interfaces, complex systems, and manual processes.
Participate in implementing new customers for travel by identifying their accounting and regulatory needs and setting up the travel and financial systems to meet those needs.
Analyze and test new upgrades to the travel and financial systems. During the testing process work with the vendor to resolve any issues that can be fixed prior to implementation.
Coordinate the resolution of audit findings to determine who the responsible party or parties are either in Information Systems and Security (ISS) or the software vendor, working with those parties to determine how the issue will be resolved and establish a time frame for the completion and closure of the item.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized experience: For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes all of the following:
- Experience using advanced finance practices and methods sufficient to participate in the management and maintenance of automated administrative systems, such as writing requirements, developing project plans, conducting training sessions on automated systems, testing automated systems, gathering and evaluating information, recommending improvements to enhance processes and/or procedures, or recommending improvements for automated systems; AND
- Experience conveying technical information to operational staff and customers; AND
- Managing multiple priorities.
Specialized experience: For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes the following:
- Experience processing transactions and resolving problems with Oracle E-Business Suite or Government Travel Systems, such as GovTrip, ConcurGov, or moveLINQ applications; AND
- Experience applying help desk procedures and customer service techniques verbally or in writing, such as application setup and advanced troubleshooting, creating or improving procedures and practices or handling multiple customer issues.
OR You may substitute education for specialized experience as follows: PH.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree that demonstrates the knowledge, skills and abilities necessary to do the work OR you may have an LLM in a field related to this position
OR You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. . Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-12, you must have been at the GS-11 level for 52 weeks.
For the GS-11, you must have been at the GS-09 level for 52 weeks.
