This position is located at Bureau of the Fiscal Service, Deputy Commissioner Financing and Operations. As a Director Financial Management Division, you will provide leadership, direction, and guidance on financial management related issues and functions.
Duties
As a Director Financial Management Division, you will:
Develop, implement, and maintain DDM-wide budget, accounting, contract management, organizational change management and financial compliance programs, including oversight of internal control activities and financial reporting.
Exercise effective control over the financial resources of the organization, including managing budget formulation, presentation and execution for DDM.
Provide oversight of financial management/accounting systems utilized and/or maintained by the organization, including oversight of services provided by the Federal Reserve Banks, financial shared service providers or contractors.
Be responsible for overseeing cost and activity analysis and ensures that costs are properly applied against the programs in an equitable manner and in compliance with applicable laws and regulations to determine fees charged to customer agencies.
Be responsible for the broad planning and organization of the Division and accomplish the work by utilizing a staff of professional, technical and administrative support employees, as well as subordinate supervisors.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your résumé.
For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes all of the following:
- Experience managing or directing on financial management related issues or functions in a debt collection environment: AND
- Experience managing debt collection and debt accounting systems; AND
- Experience overseeing debt collection operations; AND
- Experience overseeing budget management.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15, you must have been at the GS-14 level for 52 weeks.
