Vacancies will be filled in the following specialty areas:
The Chief Financial Officer, Deputy CFO, Senior ACFO Financial Management, ACFO Revenue Financial Accounting, Unpaid Assessments and Analysis, Unpaid Assessment Accounting Resolution.
The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
Analyzes, data and status reports prepared by others to determine impact on resources, effectiveness, and compliance with established goals and objectives. Prepares required narratives and statistical reports and recommends necessary corrective actions.
Prepares action plans and schedules for program/project accomplishment, both short and long-range; ensures that plans are consistent with Service goals, schedules, and policies.
Conducts in-depth evaluative analyses of assigned program areas, including policies, program objectives, operations, procedures, and resource use. Initiates, develops, or recommends modifications to procedures, systems, objectives, operations, and resource utilization in order to correct/improve existing deficiencies.
Develops, prepares, and reviews agency directives, IRM issuances, memoranda, Servicewide policy statements, and other written guidelines and recommendations that have agency-wide impact.
Analyzes new or proposed legislation and nationally mandated policies and procedures to determine the impact on the funding of program operations. Prepares reports and briefing papers for top-level management.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE GS-14: To be eligible for this position at this grade level, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service.Specialized experience for this position includes: serve as a liaison to represent management at a high level. Your project assignments as an analyst would result in significant impact to the agency. Your project assignments should demonstrate comprehensive knowledge of financial management programs, including preparing reports, performing financial studies, analyses, and research of accounting operations, financial systems, policies and procedures; Expert knowledge of a wide range of pertinent data gathering techniques and their use with complex and highly technical program areas to ensure quality of analyses and the ability to develop, or oversee the development, of a wide range of Service wide administrative financial management policies, standards, and procedures. Your experience must also demonstrate the ability to conduct independent research, establish contacts, resolve complex problems and direct team members to assess the effectiveness of agency-wide programs and polices, and improve existing business processes. Project assignments must include conducting final presentations to all levels in the organization, using networking and innovative techniques to persuade.
