This position is located at the Bureau of Fiscal Service (Fiscal Service), Deputy Commissioner (Financial Services and Operations), Office of Wholesale Securities Services (WSS). As a Supervisory Government Securities Specialist (Branch Manager), you will be administering and managing resources for the effective operation of the functions within the Branch.
Duties
As a Supervisory Government Securities Specialist, you will:
Develop Branch goals and objectives, independently or jointly with higher management, with the intent to monitor progress toward achieving those goals.
Lead and evaluate long-range planning for the Branch.
Provide advice to the Director on changes to and schedules for programs or major projects.
Plan work to be accomplished by the branch and set priorities as well as deadlines for its completion.
Assign work to subordinates based on priorities, consideration of the difficulty and requirements of the assignment, and the capabilities of the employees and/or section.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your résumé.
For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position must include providing financial, technical or policy analysis related to marketable securities or the underlying systems used for the issuance of Treasury securities. Such experience could include:
Analyzing and developing solutions to enhance organizational, process, and operational efficiencies dealing with financial operations; OR
Coordinating, leading, and prioritizing work for subordinate employees or a project team dealing with financial operations; OR
Experience, in writing and in person, presenting technical findings to varied audiences, exchanging ideas, defending rationale, presenting recommendations, and negotiating solutions to sensitive issues related to financing and commercial book-entry matters.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14, you must have been at the GS-13 level for 52 weeks.
