About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the National Ground Intelligence Center, Transnational Directorate, Collection and Advanced Analytics Division, Charlottesville, VA 22911.
Duties
Assist in the development of multi-discipline intelligence collection requirements in response to periodic local, higher echelon and intelligence community planning and evaluation exercises.
Provide input to changes on mission direction, advances in key foreign ground force weapon systems and related technologies, foreign ground forces’ capabilities, and overall economic and political developments.
Monitor emphasis areas to tailor short, mid and long-range collection management plans to individual program capabilities.
Integrate identified HUMINT, SIGINT, OSINT, GEOINT and MASINT collection requirements into an overall organizational plan for assigned program area.
Consult with senior analysts and collection requirements managers to develop priorities for use of limited collection resources.
Promote assigned organization’s interests in use of intelligence community collection resources at working groups and committee meetings.
Monitor and expands an extensive information network to identify intelligence collection opportunities in all collection disciplines of critical interest to the assigned organization.
Provide input for innovative strategies for promoting and prioritizing the organization’s interest in key opportunities.
Make recommendations for systemic improvement to local procedures.
Implement improved collections requirements management techniques, functional specifications for automation projects and program evaluation approaches.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two year trial/probationary period may be required.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Must be able to obtain and maintain a Top Secret security clearance based on an SSBI with eligibility for sensitive compartmented information (SCI).
- All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
- Must perform Temporary Duty (TDY) travel more than 25% of the time.

Army DCIPS positions apply Veteran's Preference to preference eligible candidates as defined by Section 2108 of Title 5 U.S.C., in accordance with the procedures provided in DoD Instruction 1400.25, Volume 2005, DCIPS Employment and Placement.
This position is a developmental position hiring at the GG-09 level, with full-performance at the GG-12 level. Selectees at the GG-09 level may be promoted non-competitively to the next grade level upon meeting the following requirements:
(1) Satisfactory demonstration of the ability to perform at the developmental/target grade
(2) If there is higher level work at the developmental/target grade level.
3) Assignment of increased responsibilities.
(4) Recommendation for promotion by supervisor.
(5) Satisfactory completion of all required training.
(6) Completion of all DCIPS regulatory requirements for promotions. Consequently, promotion(s) are not guaranteed.
In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as 1.) assisting with the preparation of intelligence documents, reports and/or spreadsheets. 2) Experience with the intelligence process, such as tasking, collection, analysis, and/or dissemination in HUMINT, SIGNIT, MASINT, GEOINT or OSINT.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-07)

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
