This position serves as a Program Analyst in the Analytics and Performance Integration (API) Front Office. API is a multi-disciplinary office, supporting VHA's mission to provide patient centered, data-driven, evidence-based, high-quality, efficient health care to Veterans.

Duties

Note: This is a Detail Not to Exceed (NTE) 120 days. Employees may be detailed in 120-day increments to the same or lower grade positions for up to 1 year. Duties Include: The incumbent serves as a Program Analyst and manages technical and administrative support for a variety of activities including Budgeting, Financing, Acquisitions, Contracting, Human Capital Resources, Purchasing and Travel. Assignments and duties are broad in nature and varied and alternate between analytical and investigative to general administrative processing. Serves as a Subject Matter Expert by reviewing multi-faceted acquisition packages, intricate business plans, complex budgets, and financial analyses to provide sound guidance, advice and recommendations to the BOS Director, API Executive Director, and API Program Managers. Performs elaborate analytical and administrative studies in the areas of Budget, Finance and Contracting. Participates in the formulation and execution of the overall API budget and operating plans for API's program offices. Assists with planning and preparing financial reports for API's programs and monitors spending. Monitors and reports budget and expenditure progress of various API activities within budget structure. Prepares and executes API Transfer of Disbursing Authority (TDA) request to VHA Finance. Maintains Contracting Officer's Representative (FAC-COR Level 1) certification and successfully performs inherent contract management duties. Oversees and coordinates with representatives of various programs in the management of funding, personnel, supplies, equipment, space, IT, and other resources. Makes effective use of present resources by assisting in planning for future resource needs, estimating short-range and long-range personnel, budgetary, equipment needs, and implementing new resources. Develops, initiates, and implements administrative guidance and procedures for areas of responsibility. Formulates proposed administrative directives and policies. Discusses pertinent issues with operating personnel to determine the impact on new or revised guidance on current operations. Analyzes plans to determine the impact on administrative processes and the feasibility of making modifications to accomplish mission requirements. Provides advice, guidance and recommendations on the interpretation and application of administrative directives and instructions and participates in the development of strategic long-range planning for API. Leads special projects or studies at the request of the Executive Director API or API Executive Assistant in order to analyze, evaluate and provide recommendations on administrative programs or issues. Develops plans, executes objectives, tracks, and evaluates actual work completed against established plan to accomplish special projects. Responsible for the management of assigned projects throughout the project lifecycle; initiating, planning, executing, monitor and control, modification, and closing. Develops, initiates, and implements administrative guidelines and procedures for assigned projects. Analyzes plans to determine the impact on administrative processes and the feasibility of making modifications to accomplish mission requirements. Conducts in-depth analyses of project data, requirements, and impact. Discusses pertinent issues with operating personnel and stakeholders to determine the impact on current operations. Responsible for the management of assigned projects throughout the project lifecycle; initiating, planning, executing, monitor and control, modification, and closing. Work Schedule: Required to work Monday through Friday, 8:00 am to 4:30 pm Compressed/Flexible Schedule: Not Available Telework: Available (applicant is required on site 50% of work schedule per pay period) Remote: This is not a remote position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/02/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1) Understanding analytical techniques for business and budget management, systems requirements, and strategic planning. 2) Maintaining Contracting Officer's Representative (FAC-COR level 1 certification and successfully performs inherent contract management duties. This includes knowledge of governing policies, principles and practices that include FAR, General Accounting (GAO), and Office of Management and Budget (OMB). 3) Applying strategies and methods for the development of acquisition plans and businessapplications to meet the logistical requirements of operational goals. 4) Applying a wide range of quantitative and qualitative analytical and evaluative methods, techniques, and studies to assess the efficacy of business operations, reporting systems and administrative processes. 5) Analyzing reports and independently drawing valid conclusions from data and synthesizing conflicting information. Education: There is no education substitute for the GS-12 grade. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
