About the Position: Serves as a design manager and technical lead in the Engineering & Construction Division. Incumbent is responsible for effectively managing various aspects of planning, design, and construction for assigned construction projects for the Army, Air Force, Navy and Marine Corps, as well as Civil Work projects and planning studies. Ensures technical quality for assigned projects and serves as point of contact for issues related to technical quality.
Duties
Responsible for planning, scoping, coordinating, negotiating, preparation of other documentation, and ensuring award of architectural and engineering professional and other contract services required.
Coordinates the planning, design, cost engineering, construction, and environmental considerations for projects of considerable scope and complexity.
Reviews project progress, measuring performance and taking necessary corrective actions to maintain quality and agreed upon schedule and cost.
Manages contracts for AE support services on a project basis.
Develops the A-E Scope of Work (SOW) and Develops Independent Government Estimates (IGE) based on the SOW.
Prepares pre-negotiation objectives, negotiates a fair and reasonable price with the A-E, and prepares records of negotiations, addressing discussions with the A-E upon reaching mutually agreeable price.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Active professional registration as a licensed Registered Architect (RA) or a Professional Engineer (PE) is required for this position, IAW ER 690-1-958.
- Must be able to obtain and maintain a valid State driver's license in order to drive government vehicles to construction sites.
- Temporary Duty (TDY) travel is 10% of the time.
- This position requires pre-employment Financial Disclosure Statement OGE Form 450 and annually thereafter in accordance with DoD Directive 5500-7-R.

Specialized Experience: One year of specialized experience which includes (1) Managing the oversight of Architect-Engineer (A-E) designs and reviews; (2) Managing in-house designs and reviews (3) Analyzing engineering and construction plans, specifications and designs; AND (4) Managing the execution of engineering projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
