Duties
WHAT IS THE FACILITIES MANAGEMENT & SECURITY SERVICES (FMSS) DIVISION?

Vacancies will be filled in the following specialty areas:
Facilities Management and Security Services Operations East, Facilities Management and Security Services Operations West.
The following are the duties of this position at the full working level.
Landscape Management/Snow Removal Duties: Responsible for the daily landscape management program on sites generally 80 acres or less including, but not limited to, grass cutting and edging, tree and shrub pruning/removal, pest and weed control, fertilization, mulching, erosion control, irrigation schedules, seasonal flowers, etc. Pro-actively researches appropriate plant material for geographic area and initiates replanting programs. Prepares and monitors budgets. Coordinates with State or local Departments of Agriculture on pest issues. Maintains required documentation on herbicide and pesticide applications. Independently coordinates removal of stray animals or pests with state or local wildlife management agencies/shelters/contractors. Pro-actively responds to emergency situations. Coordinates with Management Assurance (physical security) to coordinate perimeter landscaping with security requirements. Plans and implements the campus snow removal efforts. Keep upper management advised of campus conditions during snow/ice-related weather events.
Food Services Duties: Responsible for the daily food services program including cafeteria and canteen providers. Typically sites will have one to five canteens split between one or two canteen vendors. Monitors menu variety, pricing, food temperatures, sanitation procedures and trash disposition. Consults GSA and state agencies for the blind, local health department inspectors and Food and Drug Administration inspectors on cafeteria inspections and resolutions of problems. Consults with state agencies for the blind to provide canteen and/or cafeteria services and resolve problems. Meets with building occupants or employee committees on food service issues. Maintains required documentation on official inspections and problem resolution.
Recycling/Shredding Duties: Responsible for the daily recycling program, which may include, but not be limited to, office paper, cardboard, aluminum cans, glass, pallets, computer tapes, printer cartridges, etc. Stays current on recycling procedures and rebate prices. Promotes the recycling program to building occupants. Tracks volumes of material by type recycled and any proceeds. May coordinate proceeds to reduce contract costs. Researches, recommends and initiates orders for program support equipment including shredding equipment, recycling bins, and trash collection and movement containers.
Back-up Support for Energy Management and Utilities Duties: Utilities may include electricity, natural gas, fuel oil, steam and water from one or more providers or transporters. As assigned by the Building Delegation Consultant, receives and monitors the utility invoices; initiates receiving reports to pay utility invoices. Tracks demand, consumption and cost data to aid Building Delegation Consultant in preparing quarterly and Annual Report with Scorecard and narrative. Identifies opportunities to conserve energy and reduce water consumption and shares ideas with management and Building Delegation Consultant. Works under the guidance of the Building Delegation Consultant to coordinate energy audits in accordance with required frequencies and to develop implementation plan for recommendations. Works with Building Delegation Consultant on building occupant Energy awareness campaigns.
Contracting Officer's Technical Representative (COTR) Duties: Acts as COTR on one or more contracts. COTR duties will vary depending on the size, cost, and criticality of these contracts. Closely follows Procurement-initiated COTR guidelines on working with contractors. Obtains and maintains COTR certification by completing courses timely. Maintains professional relationship with contractors. Initiates funding requests, writes the technical contract Statement of Work and Quality Assurance Surveillance Plan (QASP), prepares the Government Cost Estimate, works closely with the Contracting Officer throughout the solicitation process, develops and monitors timelines/milestones, participates on contract technical proposal evaluation panels and prepares supporting documentation for decisions reached, and coordinates the phase in and closeout of contracts.
This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. QUALIFICATION REQUIREMENTS: To qualify for this position, you must meet the qualification requirements outlined below:
EDUCATION/SPECIALIZED EXPERIENCE GS-07: To be minimally qualified for this position you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service.
Specialized experience for this position includes:
Basic knowledge of the concepts, practices, regulations, and policies various external/internal, and others associated with building management functions (i.e., landscape maintenance, food services, recycling/shredding, custodial, Operations & Maintenance, etc.) in order to provide technical advice.
For example, some of these regulations and policies include: Executive Orders on energy and recycling, State and local pesticide/herbicide regulations, FDA and local health department regulations, CFR (Code of Federal Regulations), OSHA (Occupational Safety and Health Act), FPMR (Facilities Property Management Regulations) and procurement regulations to provide guidance with established rules and laws; General knowledge of contract administration sufficient to identify problem areas and ensure contract conditions are met; General knowledge of various automated systems and software programs, some examples are: centralized employee problem help desk or reporting center (i.e., KISAM/OSGetServices) automated financial system (i.e., Procurement for Public Sector), CMMS/CMIS (Computerized Maintenance Management/Information System), and lawn irrigation systems. Knowledge of oral and written techniques in order to prepare reports, identify and resolve recurring problems, and to communicate effectively.

EDUCATION: One (1) year of full-time graduate education at an accredited college or university.
OR
Superior Academic Achievement may be met by having a bachelor's degree, with one of the following: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies.

COMBINATION OF EDUCATION AND EXPERIENCE: At least one (1) year of combined graduate education and experience equivalent to that described above.
EDUCATION/SPECIALIZED EXPERIENCE GS-09: To be minimally qualified for this position you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service.
Specialized experience for this position includes:
Knowledge of the various external/internal concepts, practices, regulations and policies, and others associated with building management functions (i.e., landscape maintenance, food services, recycling/shredding, custodial, Operations & Maintenance, etc.) in order to provide technical advice on services problems, issues, and contracts. For example, some of these regulations and policies, include: Executive Orders on energy and recycling, State and local pesticide/herbicide regulations, FDA and local health department regulations (e.g., Code of Federal Regulations), OSHA (Occupational Safety and Health Act), Facilities Property Management Regulations and procurement regulations to ensure actions, advice and guidance complies with established rules and laws; Analytical and evaluative techniques, both qualitative and quantitative, sufficient to identify, evaluate, and modify work methods; Experience working with contract administration to be able to inspect and identify problem areas/trends and recommend modifications to ensure contract conditions are met; Knowledge of various automated systems and software programs in order to research, generate/issue reports, and other documents.
Some examples of these systems and programs are: Centralized employee problem help desk or reporting center, automated financial system (i.e., Procurement for Public Sector), Computerized Maintenance Management/Information Systems, and lawn irrigation systems. Knowledge of oral and written techniques in order to prepare reports/documents/technical contract specifications, identify and resolve problems and to communicate effectively with employees, union officials, Contracting Officers, contractors, and others both within and outside the organization.

EDUCATION: A master's or equivalent graduate degree in a related field of study at an accredited college or university.

Two (2) full years of progressively higher-level graduate education leading a master's degree in a related field of study. One (1) year of graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.
