Facilities Management and Security Services Operations East
The following are the duties of this position at the full working level:
Acts as COTR on one or more alterations/construction contracts. Closely follows Procurement-initiated COTR guidelines on working with contractors. Obtains and maintains COTR certification, by completing courses timely. Maintains professional relationship with contractors. Initiates funding requests, writes the technical contract Statement of Work and Quality Assurance Surveillance Plan (QASP), prepares the Government Cost Estimate, works closely with the Contracting Officer throughout the solicitation process, develops and monitors timelines/milestones, leads or participates on contract technical proposal evaluation panels and prepares supporting documentation for decisions reached, and coordinates the phase in and closeout of contracts. On an on-going basis: initiates monthly automated receiving reports; budgets for and tracks available funding; monitors contractor performance, milestones and schedules to ensure O&M work is on-schedule; instructs government inspectors on QASP; reviews inspector-prepared QASP documentation of contractor performance; reviews and accepts/rejects contractor reports; makes personal inspections of services provided and building conditions; ensures contract employees have proper licenses, security clearances and certifications; and meets with various contractors and Contracting Officers to resolve problems. Prepares and maintains contract documentation. Provides formal presentations to management as needed or requested. Assists the Contracting Officer in any formal disputes with the contractor. May be required to serve as a liaison with the IRS environmental program.
As the O&M COTR/sub-COTR and alteration/construction contracts COTR as assigned by management, the incumbent will also perform the following duties in carrying out his/her critical responsibilities:
Monitors legislation (Executive Orders and laws), GSA regulations and industry standards such as National Fire Protection Association (NFPA), National Electric Code (NEC) and American Society of Heating, Refrigerating and Air-Conditioning Engineers (ASHRAE) to identify new or changed requirements and assesses impact on local O&M programs and on a wide variety of alterations/construction contracts utilizing these orders, laws, and regulations. The incumbent serves as an elevation point on service calls/ Employee Resource Center (ERC) work orders related to the O&M contract as well as on any calls received due to alterations or construction contracts over which the incumbent has oversight responsibility.
Performs extensive research via the Internet, e-mail, phone calls, voice mail, etc. to obtain specifications pertaining to different types of products, equipment, supplies and construction materials used by contractors performing work for the O&M contract and assigned alterations/construction contracts. Provides authoritative technical advice and seasoned contract interpretations pertaining to the Building Delegation programs and contract specifications.
Assesses utilization of funds in a variety of funding categories. Prepares budget projections, initiates Requisition Tracking System (RTS) actions and monitors funding and spending on contracts/projects through coordination with REFM HQ Architectural and Engineering Staff and National Office Finance Specialists. Ensures estimated costs are consistent with sound budgeting practices in order that adequate funds are available to accomplish the project assignment and that the contractor cost estimates are well-supported and within industry standard for comparable work. Utilizes a wide range of in-house and commercial cost-estimating tools and publications.
Troubleshoots problems with procedures, policies, and processes available to incumbent and develops creative means for resolving problems. As O&M COTR/sub-COTR is responsible for problem resolution affecting critical delegated sites on a 24/7 schedule. This is particularly crucial during peak season tax processing periods throughout the year when any down-time in critical building systems could cause damage to critical infrastructure, building systems, and the ability of thousands of campus workers to process tax returns, payments, and related documents.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-12 LEVEL: You must have 1-year specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: Commercial building major operation and maintenance practices and expertise, including, but not limited to HVAC, Boilers, Pumps and Heating Systems. Experience using Executive Orders on energy and recycling, State and local pesticide/herbicide regulations, FDA and local health department regulations, CFR (Code of Federal Regulations), OSHA (Occupational Safety and Health Act), and FPMR (Facilities Property Management Regulations) and procurement regulations, to ensure actions, advice and guidance complies with established rules and laws; Analytical and evaluative and techniques, both qualitative and quantitative, sufficient to identify, evaluate, and modify work methods and results; Experience working with contract administration sufficient to identify problem areas/trends. Knowledge of various automated systems and software programs such as: CMMS/CMIS (Computerized Maintenance Management/Information System),Building Automation Systems (BAS), lawn irrigation systems, Automated Financial System, Requisition Tracking System.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
