Serves as the Resource Management Specialist for the Financial Management Division (FMD), Marketing and Regulatory Programs - Business Services (MRPBS). The incumbent is responsible for performing administrative and program work relating to budget and fiscal record keeping and reporting, procurement, and personnel management in support of the Chief Financial Officer. Analyzes information and data provided by the Division employees and develops reports and staff papers to support decisions.
Duties
The duties may include, but are not limited to:
Responsible for developing and implementing administrative procedures and practices.
Assists the FMD Management Team in analyzing administrative problem areas and makes recommendations for improvements.
Serves as a liaison for FMD with the other MRPBS Divisions, administrative staffs within the Agency and the Department, and with representatives from the private sector.
Prepares budget and fiscal documentation and reports (including monthly Status of Funds Reports) and makes adjustments and modifications, as necessary.
Determines the legitimacy of expenditures and ensures funding is available.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
FOR THE GS-12 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Knowledge of standardized administrative practices and procedures to conduct studies of clerical work processes in various organizations to identify, analyze, and recommend solutions to problems.
Experience in applying fact-finding and investigative techniques (e.g., employee/supervisor interviews, review of work procedures, instructions, records, and files) to gather clear-cut factual evidence of administrative waste and abuse, or compliance with regulations.
Experience in applying management principles, organizational theory, and techniques of analysis and evaluation including an understanding of administrative functions including budget, personnel, travel, administrative services, executive correspondence, technical services, and records maintenance.
Note: There is no education substitution for this grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
