The incumbent assists the Deputy Administrator in the following areas: development of agency wide planning and evaluation models and strategies, formulation of agency policies, design multi-year approaches to new program initiatives and changes to existing programs; management of agency's decision-making process; development of regulatory actions; and development of other critical policy and analytical work.
Duties
The duties may include, but are not limited to:
Provides oversight and coordination of the Budget and Program Analysis Staff in the policy formulation, long range planning and program direction, funding and decision-making processes.
Directs and oversees the development, preparation, and review of all budget planning and presentation documents and materials.
Serves as a major source of expertise on cost-benefit analysis and other economic techniques in support of policy development and planning.
Serves as the APHIS liaison for economic analyses with various policy staffs of the Department and with the Office of Management and Budget (OMB).
Advises Agency and Departmental senior officials about the results of studies and plans and the most desirable courses of action for the Agency.
Monitors the progress of work, including adherence to methods and procedures, and prioritization of the work, including the development of assignments and schedules.
Requirements

- Subject to satisfactory adjudication of background investigation and/or fingerprint check.
- Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

- Testing Designated Position: Selectee must submit to a urinalysis to screen for illegal drug use prior to appointment and random testing thereafter. Final appointment and continued employment is conditional on negative results for illegal drug use.
- In accordance with Office of Government Ethics regulations concerning conflict of interest, the incumbent will be required to submit a financial disclosure report within 30 days of their effective date of appointment and annually thereafter.
- All USDA employees are required to be enrolled in Continuous Vetting, which authorizes government agencies to receive notifications of criminal activity on individuals who hold low risk, public trust, or national security positions.
- This position requires a Top-Secret clearance background investigation. The incumbent will need to maintain the required Top-Secret clearance throughout tenure.
- Field tasks, visiting various program sites and handling/carrying office equipment may occasionally be required.
Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
FOR THE GS-15 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-14 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Ability to apply strategies to successfully plan, design, and carry out Agency and program initiatives, projects, and goals.
Ability to clearly and persuasively communicate sensitive and critical information, and complex ideas within and outside of APHIS.
Ability to establish and maintain complex inter-organizational, inter-Agency, and intra-Agency and interpersonal relationships to enhance organizational capacity to reach mission goals.
Ability to prepare rapid and accurate analyses and assimilation of data and information pertinent to the program processes and effectively communicate these analyses and assimilation of data and information in formal and informal settings.
Ability to create and sustain a diverse staff and work environment that is built on respect, teamwork, creativity, trust and honesty.
Note: There is no education substitution for this grade level.
