This position is in the Office of the Deputy Administrator, Emergency and Regulatory Compliance Services (ERCS), Animal and Plant Health Inspection Service (APHIS) and plans and directs the Agency's broad regulatory, program and compliance activities with a services delivery structure that bridges science with the need for long-range planning, policy oversight and cooperative stakeholder engagement.
Duties
The duties may include, but are not limited to:
Provide expert guidance and advice to officials in the Office of the Deputy Administrator on policy development, operational planning and day-to-day management of headquarters and field operations.
Participate fully in establishing and effecting broad policies and objectives as they relate to the regulatory enforcement requirements.
Act on behalf of the ERCS Deputy Administrator in the management, oversight and coordination of the ERCS activities within the full scope of their operations.
Provide oversight and coordination policy formulation, long range planning and program direction, funding and decision making with efforts to plan and prepare for program emergency response activities.
Ensure the preparation of a broad range of information resource documents critical to policy and decision-making processes at the processes at the program level and beyond.
Requirements

- Successful completion of one year probationary period, unless previously served.
- Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

- Testing Designated Position: Selectee must submit to a urinalysis to screen for illegal drug use prior to appointment and random testing thereafter. Final appointment and continued employment is conditional on negative results for illegal drug use.
- In accordance with Office of Government Ethics regulations concerning conflict of interest, the incumbent will be required to submit a financial disclosure report within 30 days of their effective date of appointment and annually thereafter.
Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
FOR THE GS-15 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-14 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Coordinating and integrating policy programs and operations primarily with other units in APHIS, but also with other USDA agencies, other Federal or State agencies, and outside organizations or institutions.
Developing strategies to prioritize mission-critical/high-risk issues; establishing action plans to effectively lead a nationwide workforce. Directing the work of others, ensuring the preparation of a broad range of information resource documents critical to policy and decision-making processes.
Analyzing data to better monitor measurable performance statistics, and/or preparing analytical reports on outcomes for more informed decision making at an executive level.
Leading an organization in coordinating and responding to emergency situations.
Communicating sensitive, urgent, and highly technical information in a variety of persuasive and informational situations, and conduct communications with respect for diversity and individual dignity.
Note: There is no education substitution for this grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
