This position is in the Department of Veterans Affairs (VA), Office of Enterprise Integration and serves as the Staff Assistant to a Principal Deputy Assistant Secretary (PDAS) and Chief of Staff (CoS) with responsibility for providing high-level administrative support to both.
Duties
Serves as an assistant for the PDAS and CoS in dealing with a wide variety of high-level offices both inside and outside of the Department. Such offices include but are not limited to the Secretary and Deputy Secretary, other Under Secretaries and Assistant Secretaries, OMB staff, and, Veterans' groups, or other special interest or professional groups. Based on knowledge of issues confronting the office with PDAS/CoS guidance, exercises sound judgment in scheduling meetings and calls. Answers questions relating to issues including the PDAS/ED and CoS latest thinking on various subjects, the status of actions, or the need to coordinate matters with other offices.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/29/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below:
Specialized Experience GS-11: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to manages the administrative work flow of a front office, develops administrative procedures for the effective operation of the front office and develops procedures that account for, track, and control a wide variety of items requiring action by Senior Executives. Supports the training and development of subordinate services and business units, ensuring the efficient flow of work to Senior Executives.

Education Substitution: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
Specialized Experience GS-09: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience include those similar to the GS-11 but at a lower level of responsibility. This experience must be equivalent to the next lower level of federal service.

Education Substitution: 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree. You will be rated on the following Competencies for this position:

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
