You will serve as a UAS Technology Specialist in the NAVAL FACILITIES ENGINEERING AND EXPEDITIONARY WARFARE CENTER.
This position will be filled by one of the following job series: General Engineer (0801) or General Physical Scientist (1301).
This position is part of the Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC) Personnel Demonstration Project. The ND 03 pay band encompasses positions equivalent to GS-12 to GS-14.
Duties
You will maintain a holistic perspective of UAS technology from data collection to UAS data analysis to support technology transition to end-users and sponsors.
You will prepare project requirements, methods of execution, schedules, technical proposals, reports, statements of work, budgets, and manage and coordinate work with other scientists and engineers to achieve planned work efforts.
You will provide training and other informational materials regarding Navy UAS applications, including development of User Guides and recorded training sessions.
You will ensure safe UAS flight operations and maintaining compliance with DOD/DON UAS policies and instructions.
You will provide guidance and assistance to EXWC with implementation of UAS projects, including on airspace, installation engagement, safety requirements, assists with the development and review of any documentation needed by the installation.
You will promote safe UAS operations through development of safety training and updating safety procedures and guidance based on DOD/DON flight and safety policies and guidance.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-5 to GS-11 or ND-2 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Conducting research and keeping current on technological developments with Unmanned Aircraft Systems (UAS) platforms, sensors, data analysis, and other UAS-related technologies to support applications in various areas; 2) Collecting and analyzing UAS data to support technology transition to end-users and sponsors; 3) Managing project plans, tests, costs, and schedules to achieve planned work efforts; 4) Maintaining web-based resources to provide up-to-date UAS-related information; and 5) Enforcing lithium battery safety procedures to ensure proper handling and maintenance.

Education
Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
OR
Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)
OR
Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
For the 1301 Series:
Successful completion of any of the following Degrees: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
OR
A combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
