You will serve as the DEPUTY CHIEF ENGINEER in the TECHNICIAL DIRECTORATE of NAVAL FACILITIES ENGINEERING AND EXPEDITIONARY WARFARE CENTER (NAVFAC EXWC). This position is part of the Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC) Personnel Demonstration Project. The ND-04 pay band encompasses positions equivalent to GS-14 and GS-15.

Duties

You will provide governance and oversight of NAVFAC EXWC execution of Technical Authority (TA) coordination across Technical Domains, Technical Warrant Areas and Technical Warrant Holders. You will demonstrate application and interpretation of standards, codes, and practices of engineering and science governing identification, execution and delivery of technical products and service. You will implement command engineering policies in the form of instructions, business processes, criteria, waivers, and exemptions specifically related to the Shore, Expeditionary, and Oceans. You will exercise full authority in planning and scheduling of work. You will interview and select employees for vacant positions, appraising performance and recommending performance standards and ratings. You will be involved in planning, developing, advising on, and implementing crucial projects and segments of key programs, projects, or activities. You will reinforce and implement policies and procedures in support of NAVFAC’s TA Program including system and project risk assessment/communication. You will participate in conferences, meetings, or formal gatherings where business, strategic, or organizational management process improvements are being developed, negotiated or discussed.

Qualifications

This position has a Selective Placement Factor that will be used to screen out ineligible candidates. The Selective Placement Factor is; you must currently be a licensed Professional Engineer (PE) in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. NOTE: You must submit a copy of your current license with your application package. A copy of a wall certificate that does not have an expiration date will not serve to verify this requirement. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS 12-14 grade level or ND-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Leading an interdisciplinary group in advancing engineering and scientific theories, principles, concepts, standards, and methods within resource constraints; 2) Providing very high level strategic and senior technical consultation and advice to senior leaders at a systems command level or above; 3) Having a detailed expertise in one of the following areas with broad knowledge of all other areas: Ocean, Expeditionary, and Shore facilities, systems, and equipment; 4) Managing Chief Engineer Office business support functions including human resources, operations, logistics and facilities, resource management, safety, strategic planning, security and communications; 5) Leading, planning, managing, directing, executing and overseeing very complex experimental development, system engineering, integration and analysis of complex, highly sophisticated engineering systems; 6) Strategizing with senior leaders and subject matter experts regarding the application and assessment of technical authority, standards, objective quality evidence, and risk; 7) Establishing and maintaining partnerships with other governmental and non-governmental entities for understanding and advancement of technical standards, rigor, and assessment; 8) Having a broad knowledge and demonstrated application and interpretation of standards, codes, and practices of engineering and science governing identification, execution and delivery of technical products and services; and 9) Providing strong technical background in the application of concepts, principles, and practices of engineering and science to the entire range of engineering and scientific activities. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
