You will serve as a SENIOR SUPERVISORY ENGINEER in the NAVFAC Engineering and Expeditionary Warfare Center (EXWC) of NAVAL FACILITIES ENGINEERING AND EXPEDITIONARY WARFARE CENTER. This position is part of the Naval Facilities Engineering and Expeditionary Warfare Center (EXWC) Personnel Demonstration Project. The ND-04 pay band encompasses positions equivalent to GS-14 through GS-15.

Duties

You will establish priorities and quality of performance in the development and provision of technical information, and consultation services to customers worldwide. You will coordinate and direct the work of a multi-disciplined engineering organization through subordinate Branch Heads. You will review proposals to determine feasibility of accomplishment, appropriateness, and most effective use of available resources.

• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: You must currently be a licensed Professional Engineer (PE) if applying for the 0801 series. Your license or registration must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. You MUST provide a copy of your current license/registration with your application. A copy of a wall certificate that does not have an expiration date will not serve to verify this requirement. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band or Pay Band (ND-03) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing expert engineering advice to successfully accomplish and manage engineering projects and provide staff supervision of various engineering matters concerned with expeditionary engineering projects/programs, Research Development Testing & Evaluation (RDT&E) and Test & Evaluation (T&E) projects; 2) Evaluating and advising on the development and implementation of Joint and DoD engineering programs having significant impact on future equipment and doctrine; 3) Modifying standard practices, applying innovative and inventive skills, and adapting equipment or techniques to solve a variety of engineering, design, construction, maintenance, installation, and/or system operation problems; 4) Supporting an engineering management program by demonstrating knowledge and experience in DoD planning, programming, budgeting, execution, and financial processes; and 5) Contracting principles and quality assurance principles as they relate to assigned specialty area projects and services. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
