The National Institute on Alcohol Abuse and Alcoholism (NIAAA) seeks one exceptional candidate for a Lead Budget Analyst (Deputy Budget Officer) vacancy in the Financial Management Branch (FMB). Candidates with a mastery of the concepts, principles, practices, laws, and regulations of budgeting and financial management are encouraged to apply.

Duties

Serve as a lead budget analyst, working collaboratively with senior scientific and professional staff to develop and recommend milestones, objectives and plans to achieve long- and short- range mission priorities. Perform budget development, formulation, and execution functions. Develop options for presentation and review by the NIAAA Director and executive leadership. Coach the team in the selection and application of appropriate problem solving methods and techniques, provide advice on work methods, practices and procedures, and assists in identifying the parameters of a viable solution. Lead a team of employees, ensuring strategies, goals, and objectives are communicated and integrated into the team’s workforce initiatives.

Requirements

  • U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.
  • Employment is subject to the successful completion of the pre-appointment process (i.e., background investigation, verification of qualifications and job requirements, completion of onboarding forms, submission of required documents, etc.)
  • Males born after December 31, 1959 must be registered with the Selective Service.
  • Applicants must meet all qualifications requirements within thirty (30) calendar days of the closing date of this announcement, including time in grade.
  • If selected, you will be required to complete a Confidential Financial Disclosure Report, OGE Form 450. This information is required annually.

Qualifications

You qualify at the GS-14 level, if you meet one of the following qualification requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks:providing advice to senior level management and program managers on all phases of budget execution, financial management, and cost analysis; preparing a variety of reports, tools, and presentation materials covering the status of funds, expenses, estimates and projections, and obligations; developing strategic financial operating plans and revising as appropriate; mentoring junior staff and providing technical guidance on such matters as cost analysis, fiscal allocation, and budget preparation/adjustments.
