The position is in the Financial Management Branch (FMB), Office of Resource Management (ORM), National Institute on Alcohol Abuse and Alcoholism (NIAAA). The ORM provides administrative management support to the Institute and you can find more information in the link here.

Duties

Serves as the NIAAA Budget Officer and Director of the FMB within the ORM. Supervises and directs a team of subordinate staff consisting of Budget Analysts performing non-supervisory assignments. Oversees and reviews the staff's work related to the analysis of budget and financial programs, preparation of recurring and special reports, and the analysis of new laws and regulations pertinent to operations. Directs or performs major formulation and presentation of the total budget of the NIAAA Develops current year funding levels as well as future year requirements for all Institute activities. Recommends reprogramming and adjustments to work plans to account for changes in funding levels, program changes, and unanticipated expenses. Develops procedures to link budgetary and program information to meet reporting requirements and assist managers in meeting their program responsibilities. Formulate and monitor the Institute's financial management program and establish systems for effective control of funds utilized through administration and management collaborative intramural research, grants, and/or contracts processes. Monitor and evaluate research and management support expenditures for the Institute, and recommends re-programming of funds, procedural changes, and/or new policies in this area. Assemble and compile background and historical data and documentation to develop budget estimates and justifications, and to identify the cost of operations. Collaborate with the Executive Officer and other senior leadership on the short- and long-term planning efforts attendant to the budget process. Develop procedures and methods to budget for long-range funding and to meet changing program needs. Devise or oversee the development of accounting systems that are beneficial to the Institute in obtaining data for management decisions while remaining compatible with the central NIH budget and accounting systems.

Requirements

  • U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

Qualifications

You qualify at the GS-15 level, if you meet the following qualification requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-14 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: Exercising delegated managerial authority to develop and submit the congressional budget justification; Providing analysis of new or revised legislation to determine the financial impact on operations; Drafting and submitting budget mechanism tables; Providing financial management leadership, technical assistance, and problem-solving advice to management staff including administrative personnel for the planning, formulation, justification and execution phases of the budget process.
