The incumbent serves as a Supervisory Budget Officer and is responsible for advising the Institute Director, Deputy Director, Executive Officer, and other senior staff in the financial management aspects of the planning, formulation, execution, and evaluation of the Institute's programs.
Duties
As a Supervisory Budget Officer, you will be responsible for but not limited to:
Establishing, implementing, and managing a comprehensive program for the planning, formulation, presentation, and execution of the budget for all of the organizations activities and the analysis of special issues and resource allocations impacting the organization's annual appropriations, non-appropriated funds (gift funds, and reimbursable funds), and the organizations programs.
Providing financial management leadership, technical assistance, and problem-solving advice to senior management staff and administrative personnel for all phases of the organizations budget and reporting process.
Providing expert advice and guidance to staff and program managers on interpreting regulations and procedures for the execution of assigned programs pertaining to budget formulation, justification, presentation, and execution.
Initiating the development of financial management policies, strategies, and guidelines for overall use to facilitate and enhance budget accomplishments.
Directing the identification and analysis of trends in the receipt, obligation, and expenditure of funds to ensure objectives of annual budget plans and estimates are used to support program objectives. Monitor all budgetary actions and provide policy guidance on the proper use of various appropriations. Ensure that funds are properly allocated, obligated and spent in a timely and effective manner supporting authorized management objectives to ensure compliance with OMB, NIH, and Department guidelines.
Directing the development of short and long-range budget/program processes, procedures, and guidance for executing financial management plans and programs that take into account various future alternatives.
Coordinating budgetary actions with external funding agencies to include those from the private sector. Critically analyze future year budget and financial plans. Identify requirement shortfalls and recommend creative solutions such as trade-offs in technical program objectives or revised leveraging strategies.
Actively participate in projects, working groups, and committees at the NIH and HHS levels in the development and improvement of budget and fiscal operations, procedures, instructions, and other initiatives. Represent the organization at various meetings and other forums, as appropriate.
Requirements
- U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

Qualifications
You qualify at the GS-15 level, if you meet one of the following qualification requirements:
You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-14 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: financial and budget activities, providing oversite and guidance to budget staff and performing a wide range of administrative and analytic duties in the formulation, presentation, and execution of a budget for a large institution, as well as ensuring compliance with established policies and procedures; providing leadership to other team members; assisting staff in prioritizing work.
