This position is located in the Employment and Training Administration (ETA); Office of Workforce Investment (OWI); Division of National Programs, Tools, and Technical Assistance (DNPTTA); System and Career Planning Tools Unit. This unit is responsible for overseeing the career exploration and job analysis online tools known as CareerOneStop and O*NET and their associated data collection, as well as grants and technical assistance to states on workforce and labor market information.
Duties
This position involves a multi-grade career ladder. The major duties listed represent the full performance level of GS-14. At the GS-13 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-14. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds. Promotion is not guaranteed, and no promise of promotion is implied.
Serves as a primary economic specialist on the use of statistical and economic methods for, data collection, validation, technical computation with large datasets, and program and policy analysis.
Conducts economic research to investigate economic phenomena and problems; analyzes interrelated economic data; and writes new or revised procedures, summaries, or interpretive reports on economic research.
Stays abreast of current and planned changes in source data, precedents, and pertinent literature.
Oversees and/or performs economic program and policy analysis, including designing data collection systems, assembling datasets, and developing data validation methodologies.
Assignments include developing documentation justifying the federal collection of the data underlying the program datasets and reporting systems, conducting budgetary analysis, statistical and economic analysis with inferences upon workforce development programs and activities; or one or more subject or client-specific areas including but not limited to areas such as occupational information, labor shortages, and occupational skills and assessment.
Applies originality and creativity in the design of surveys and/or experiments, the development of methods, and the extension of existing theory to new and unusual applications to probe long-standing economic challenges and phenomena.
Based on analytical findings, provides evidence-based input to management officials for decision-making purposes directly impacting important aspects of agency programs affecting the nation's labor market and workforce.
Contributes meaningful and properly evaluated economic information to policymakers and promulgates new or revised procedures, analyses, or technical assistance.
Generates high-quality economic reports on labor market and economic trends, and develops or refines legislative proposals, policy briefs, and program documents.
Uses comprehensive analytical skills to analyze, synthesize, and compile technical and scientific information for inclusion in reports, briefings, and other publications; establishes the logical sequence; and tailors the document to meet the needs of an intended audience.
Presents research results in comprehensive reports, tables, and charts.
Participates as a recognized expert in work groups and in making professional presentations on the subject(s) areas.
Prepares and delivers formal and informal briefings and presentations on the area(s) of expertise in meetings, conventions, interagency task forces, etc., clearly communicating and explaining complex technical principles and analyses to stakeholders, customers, and other appropriate audiences.
Understands and explains economic movements as well as methods and economic and data concepts to external customers and stakeholders.
Requirements

Qualifications
You must meet the Basic Requirements/Individual Occupational Requirement (IOR) listed in the Education Requirements section and the Specialized Experience to qualify for Economist, as described below.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
For GS-13: Applicants must possess one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower grade level or GS-12 grade level in the Federal Service.
Qualifying specialized experience for GS-13 includes all of the following:
Assisting an expert level economic specialist in all of the following:
1) Researching, compiling, and analyzing economic data and/or statistical reports from a variety of sources (e.g., federal agencies, states, grantees); and
2) Validating data, preparing interpretive reports, and presenting/reporting results and outcomes reflecting economic patterns and labor market trends; and
3) Advising and consulting on economic and workforce matters to government officials and private organizations and/or citizens.
For GS-14: Applicants must possess one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower grade level or GS-13 grade level in the Federal Service.
Qualifying specialized experience for GS-14 includes all of the following:
Working independently as an expert level economic specialist performing all of the following:
1) Researching, compiling, and analyzing economic data and/or statistical reports from a variety of sources (e.g., federal agencies, states, grantees); and
2) Validating data, preparing interpretive reports, and presenting/reporting results and outcomes reflecting economic patterns and labor market trends; and
3) Advising and consulting on economic and workforce matters to government officials and private organizations and/or citizens.

Education
BASIC REQUIREMENTS:
In addition to meeting the Specialized Experience requirement, all applicants must meet the Basic Requirements/Individual Occupational Requirement (IOR) for the 0110 Economist occupational series with:
Degree: Bachelor's or higher degree in economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

Combination of education and experience: Courses equivalent to a major in economics, as shown above, plus appropriate experience or additional education. The combined total must equal 100%.
