This position is located in the Office of the Chief Financial Officer, Office of Reporting Compliance and Audit, Compliance Branch.
Duties
Compliance and Audit Preparedness
Exercises a full range of first line supervisory and managerial authorities to set a series of annual or multi long-range work plans and schedules for in service and contract work. Conducts difficult assignments involving interfaces and inter-relationships between and among programs, systems, functions, and policies.
Conceives new approaches to resolve issues with existing agency programs and designs and changes system and program environments due to new laws, regulations, and standards.
Assures implementation of the goals and objectives for the program segment.
Determines goals and objectives that need additional emphasis; determines best approach or solution for resolving complex audit issues and plans long range staffing needs.
Negotiates and resolves problems.
Promotes and ensures effective cooperation and coordination with assigned stakeholders, keeping them apprised of significant developments.
Directs a team in reviewing Financial Statement preparation and reporting process narratives to ensure compliance with all Federal Reporting requirements included but not limited to: Government Accountability Office's (GAO) Federal Audit Manual (FAM); Federal Accounting Standards Advisory Board generally accepted accounting principles (GAAP); OMB Circulars A-11, A-123 and appendices, and A-136; Treasury Financial Manual; GAO's Financial Audit Manual; and Accounting and auditing standards promulgated by the American Institute of Certified Public Accountants.
Designs and coordinates strategy, action plan development, and reporting.
Accounting and Financial Management
Establishes and maintains an integrated system of financial staff services, which contribute to effective management control over key AmeriCorps's financial processes including financial reporting, audit readiness/compliance, policy development, reconciliation, accounting systems oversight, and accounting operations.
Identifies problem areas and determines actions required to improve operating program effectiveness.
Plans strategies for projects and initiatives, developing new strategies and creative solutions to controversial problems, and guides and coordinates subordinates and teams.
Keeps abreast of new developments and requirements and maintains a comprehensive understanding of current federal legislation and regulations.
Representation and communication include the timely exchange of information and presentation of issues and audit and assessment findings to senior executives of AmeriCorps and to all stakeholders involved in the audit.
Develops/and delivers clear, concise, and effective oral presentations, briefings.
Supervisory Duties
Performs supervisory and managerial duties.
Performs the administrative and personnel management functions relative to staff supervised.
Establishes guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management program. Observes subordinate staffs' performance, demonstrates, and conducts work performance critiques. Plans work to be accomplished by subordinates, sets, and adjusts short-term priorities, and prepares schedules for completion of work.
Assigns work to subordinates based on priorities, difficulty, and requirements of assignments, and the capabilities of employees. Interviews candidates for positions in the OCFO, and recommends appointment, promotion, or reassignment to such positions. Identifies developmental and training needs of employees, providing or arranging for needed development and training.
Provides informal feedback and periodically evaluates employee performance.
Resolves informal complaints and grievances.
Develops work improvement plans. Recommends personnel actions as necessary.
Provides advice and counsel to workers related to work and administrative matters.
Effects disciplinary measures as appropriate to the authority delegated in this area. Reviews and approves or disapproves leave requests and approves overtime and expenses involving employee travel and training Assures that subordinates are trained.
Supervises, plans, and directs work to be accomplished based on priorities, specialized capabilities of subordinate staff, and consideration of the difficulties and requirements of various assignments.
Monitors employee-training programs to ensure personnel are trained in their areas of responsibility.
Makes decisions on work problems presented by subordinates, evaluates subordinates, and approves performance standards.
Supervision of employees is to ensure that staff provides assistance, oversight, and/or direction to other program office employees and contractors related to the preparation of financial statements audit.
Reviews contractor performance, deliverables, deadlines, and quality of products, resolve issues and updates leadership on progress or challenges.
Performs other duties as assigned.

To qualify at the NY-4/GS-14 level or equivalent, applicants must possess one year of specialized experience at the next to lower pay band/ grade level (NY-3/GS-13) or equivalent under other pay systems. Applicants must meet eligibility requirements and minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Applicants must have one year of specialized experience comparable in scope and responsibility to successfully perform the duties of the position, in either federal or non-federal service performing two (2) out of three (3) of the following duties or work assignments:
1. Experience executing a full range of first line supervisory and managerial responsibilities to set a series of annual or multi long-range work plans and schedules for in service and contract work.
2. Technical expertise as senior advisor in support of, participating in or servicing as a key contributor in developing, designing and coordinating strategy, action plans, and reporting relative to Agency Annual Management Report (AMR), Inspector General Audits (IGs) and Government Accountability Office Audits (GAO) audits for compliance with Office of Management and Budget (OMB).
3. Experience with monitoring and evaluating the completeness and accuracy of reports prepared by internal/external sources and coordinating the work of staff and offices involved in the preparation of federal reporting requirements.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps VISTA) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills can provide valuable training and experience that translates directly to paid employment. You will receive credit for qualifying experience, including volunteer experience.

Education
Basic Requirements:
Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.
OR
Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include
oneof the following:
- Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
- A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
- Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
