This Supervisory Medical Administration Specialist position is located within the Medical Administration Service Line at the Togus VA Medical Center in Augusta, Maine. This position is full-time at 40 hours per week.
Duties
The Supervisor Medical Administration Specialist serves as a supervisor for the Patient Services section with supervisory responsibility for the administrative staff in the Health Benefits Administration (HBA) and the Medical Administrative Specialists (MAS) also known as Administrative Officers on Duty (AODs).
Duties include, but are not limited to the following:
Assigns work to subordinates based on priorities, selective consideration for the difficulty and requirements of the assignment, and the capabilities of employees
Hears and resolves complaints from employees, referring group grievances and more serious complaints to higher level supervisor or manager
Effects minor disciplinary measures, such as warning and reprimands, recommending other action in more serious cases
Oversees and directs all administrative functions of HBA: enrollment, eligibility, decedent affairs, beneficiary travel reimbursement, admissions, and medical lodger program
Reviews and analyzes available information and searches for additional information to make eligibility determination for the health care providers to appropriately care for the Veteran
Establishes work processes and procedures and makes work assignments as staffing and workload dictate
Supervises the MAS, which requires knowledge of the operations of procedures during off-tour hours, weekends, and holidays. This may involve a call to work after completing a regularly scheduled tour of duty and being prepared to work a second tour making sound decisions
Approves leave requests, recommends changes in positions descriptions, prepares performance appraisals, reviews competencies with staff, and makes recommendations for recognition and/or disciplinary actions for employees within the section
Prepares responses to congressional inquiries that relate to the activities of the section
Work Schedule: Monday through Friday, 7:30am to 4pm

In some cases, more than one SF-50 may be required to show a higher grade previously held. Interchange Agreements with Other Merit System: Employees who occupy medical or medical-related positions and were appointed under 38 U.S.C. 4701(1) or (3) [formerly 38 U.S.C. 4104 (1) and (3)] must be serving in a full-time position without time limit and have served continuously for at least one year in this other merit system to be eligible to convert to the Title 5 System. Some exceptions to this rule may apply if you have previously acquired tenure under a Title 5 appointment.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/02/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
GS-09 Grade Level:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: providing customer service to patients; assisting patients and staff with resolving problems or complaints; assisting with identifying problem areas and suggesting solutions or alternatives; explaining policies and procedures; keeping accurate records and preparing reports and/or written correspondence OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree; OR 2 full years of progressively higher level graduate education leading to such a degree; OR LL.B. or J.D., if related. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond bachelor's degree.
GS-11 Grade Level:
Specialized Experience: Have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of this position. Specialized experience includes responsible for directing, managing, supervising and administering assistance in the Health Benefits Advisor (HBA) area of the Medical Center. Is the resident expert on verification and eligibility for care within this Medical Center and provide technical advice and guidance to Community-Based Outpatient Clinics (CBOC) for matters related to eligibility and enrollment. Make administrative decisions in the absence of the Medical Center Director and Medical Administrative Specialist (MAS) in cases of emergency and no coverage is available. Ensure the availability of all administrative needs including, but not limited to, supplies, space, staffing, monitoring workload, making adjustments when indicated, data collection, reporting and training staff. Responsible for the oversight and direction of the Health Benefits Advisor (HBA) office to include admissions, eligibility determination, beneficiary travel reimbursement, decedent affairs, medical lodger program, and Veteran's ID cards. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Have successful completion of a Ph.D or equivalent doctoral degree or have 3 full years of progressively higher level graduate education leading to such a degree that demonstrates your ability to perform the duties of this position. Combination: Applicants may also combine education and experience to qualify at this level. Physical Requirements: The work requires much walking through the medical center with an occasional requirement to lift objects such as suitcases, clothing or medical charts.
