The primary purpose of this position is to serve as Chief of the Manpower and Personnel Branch, 688th Cyberspace Wing (CW). Incumbent is the Wing's technical expert and provides the highest quality advice and recommendations to the commander and senior leadership on effective manpower and personnel program administration, military personnel, and planning for efficient utilization of manpower resources.

Duties

- Oversees the accomplishment of work and provides both technical and administrative direction to subordinates, requiring the consistent exercise of independent judgment. - Provides direction Leads the team in identifying, distributing, and balancing workload and tasks among employees in accordance with established workflows, skill level, and/or occupational specialization. - Manages the training of team members in methods and techniques of team building and working in teams to accomplish tasks or projects and provides or arranges for specific administrative or technical training necessary for accomplishment of individual and team tasks. - Monitors and reports on the status and progress of work, checking on work progress and reviewing completed work to ensure the supervisor's instructions on work priorities, methods, deadlines, and quality have been met. - Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management.

Qualifications

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of a wide range of concepts, principles and practices in a professional or administrative occupation, such as would be gained through extended graduate study or experience and skill in applying this knowledge to difficult and complex work assignments; and/or a comprehensive, intensive, practical knowledge of a technical field and skill in applying this knowledge to the development of new methods, approaches, or procedures. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of Joint and Air Force Information Operations (IO), Influence Operations (IFsO), and Cyber Warfare Operations (CyWO) at the tactical and operational levels of war required to meet Air Combat Command (ACC) tasking. 2. Strong and comprehensive knowledge of federal organizations, agencies, and DoD, involved with and responsible for Cyber policy formulation and implementation as it applies to USAF Cyber missions. 3. Expert knowledge of intelligence support of Cyber operations to facilitate strategic planning, budgeting, manning and implementation of the Wing's operational mission; and provide oversight for security practices (physical, industrial, and information assurance) to safeguard classified information and special security programs. 4. Skill, judgment, resourcefulness, originality, and ability to foresee the impact of changing technology and in applying analytical and evaluative techniques to identify, investigate and resolve complex issues or problems. 5. Ability to communicate effectively, both orally and in writing; effectively organize and analyze information; produce reports, positions papers, and briefings that are responsive to the specific needs of commanders and senior management officials; present clear and concise findings; resolve conflicts based on mature judgment, operational experience, and recognized professional standing; and effectively advocates for a position. 6. Ability to manage a small staff and carry out all phases of personnel management responsibilities CONDITIONS OF EMPLOYMENT CONTINUED: 1. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP). 2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
