This position is being filled at VA Boston Healthcare System in the Office of the Director at our Brockton, MA campus.
Duties
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
The Health System Specialist supports the Director's Office by coordinating and directing a limited range of operational matters dealing with planning, congressional issues, Veterans Service Organizations (VSOs), the media, and overseeing and coordinating service networks initiatives with central offices. The incumbent maintains a working knowledge of administrative and managerial processes unique to the agency and veteran health initiatives, such as budget distribution models, emergency management, Joint Commission, compliance, etc. The work involves investigating and analyzing a variety of problems and recommending appropriate solutions. Additional duties include, but are not limited to:
Monitoring and managing incoming actions and requests from initial receipt to completion and closeout.
Analyzing responses for completeness and accuracy against known policies and procedures.
Conducting routine studies on particular operational processes, issue topics, or related special projects where successive steps in fact finding are utilized, and study planning, statistical measurement, data analysis, and narrative report preparation and development may be required.
Working in coordination with internal reviewing services regarding routine audits and internal/external reviews of a national concern; i.e, fiscal efficiencies and organizational structure that are reviewed by prominent parties such as the Office of the Inspector General (OIG) or the Government Accountability Office (GAO).
Tracking routine deadlines initiated by OIG/GAO and internal reviewing officials to ensure timely submission of responses and actions, and ensuring action or inquiry is closed out with the inquirer or office.
Working closely with senior management and others in implementing and evaluating policies, plans, and internal operational systems, such as correspondence management, information tracking among pertinent offices and stakeholders, and internal/external communication flows.
Coordinating routine events hosted by officials, including town hall meetings with internal staff, and completing all steps required within an event management process, including facilitating selection of the event time, developing a formal agenda, managing any required contracts and all logistical items, disseminating information to attendees, and ensuring smooth execution of the event.
Work Schedule: Monday - Friday 7:30am to 4:00pm

Qualifications

Individual Occupational Requirement: Positions in the occupational series 0671 MUST MEET 1 of the following bullet points:
Possess an Undergraduate or Graduate degree with a major field of study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. (TRANSCRIPT REQUIRED)
OR;
Possess progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
OR;
Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position, you must have served 52 weeks at the GS-5 grade level, and for a GS-9 position, you must have served 52 weeks at the GS-7 grade level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

For the GS-7 grade level, you may qualify based on one of the following:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-5) in the normal line of progression for the occupation in the organization.
This Health System Specialist, GS-0671-07 position is being established as a career ladder position. At this level the work will be performed with more supervision and guidance. The work of this position is the same as described at the FPL (GS-9) but is performed with closer supervision and guidance. Examples of specialized experience would typically include, but are not limited to: Working closely with senior management and others in implementing and evaluating policies, plans, and internal operational systems such as correspondence management, information tracking among pertinent offices and stakeholders, and internal/ external communication flows, Coordinate with the appropriate individuals or offices to develop proposals and supporting materials for presentation at conferences, meetings, hearings and other external activities and meetings
OR,
Education: Applicants may substitute education for the required experience. The major field of study must be in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. To qualify based on education for this grade level you must have completed one full year of graduate education or a bachelor's degree with superior academic achievement. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a bachelor's degree.
For the GS-9 grade level, you may qualify based on one of the following:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-7) in the normal line of progression for the occupation in the organization.
