This Health System Specialist position is in the Nursing Services at the VA Boston Healthcare Systems, located at the Brockton, MA location. This position is a full-time, Day Shift, 40 hours per week.

Duties

The incumbent functions as the primary liaison to multiple staff offices and serves as the conduit for information flow and management of assignments between such offices. Monitors and manages incoming actions and requests from initial receipt to completion and closeout. Analyzes the subject matter of incoming information for appropriate distribution to offices internal or external to the office. Receives and monitors completed actions or responses; analyzes responses for completeness and accuracy against known policies and procedures; and ensures action or inquiry is closed out with the inquirer or office. Participates in special information flow studies, analyses, presentations and briefings, as assigned. Major duties and responsibilities include, but are not limited to: Conducts analytical studies on particular operational processes, issue topics, or related special projects. Conducts study planning, statistical measurement, data analysis, and report preparation and development. Serves as the responsible contact for leading these projects from initiation to completion and may be required to present the results to senior leadership. Develops position papers and decision documents representing the position of the organization on a variety of complex and sensitive issues such as the quality or timeliness of veteran care issues within the system or at times, issues of Congressional or media interest that have significant national impact e.g. quality and safety concerns or involve several functional areas. Work Schedule: Monday- Friday, Days, Full time- Hours to be discussed upon selection. Compressed/Flexible: May be Authorized. Virtual: This is not a virtual position. Telework: Telework Ad-Hoc work can be performed on an as needed basis anywhere other than a VA facility or using VA-leased space (example: home). Position Description/PD#: 523-01010-A Recruitment Incentives: Not Authorized Financial Disclosure Report: Not required NOTIFICATIONS: This position is in the Competitive Service. This position is a NAGE Bargaining Unit position. The incumbent may be required to travel to other VA campuses and CBOC's. Current and former Federal employees must submit copies of their most recent SF-50, (Notice of Personnel Action). The SF-50 must identify the position title, series, grade, step, tenure and type of service (Competitive or Excepted). In some cases, more than one SF-50 may be required to show a higher grade previously held. Interchange Agreements with Other Merit System: Employees who occupy medical or medical-related positions and were appointed under 38 U.S.C. 4701(1) or (3) [formerly 38 U.S.C. 4104 (1) and (3)] must be serving in a full-time position without time limit and have served continuously for at least one year in this other merit system to be eligible to convert to the Title 5 System. Some exceptions to this rule may apply if you have previously acquired tenure under a Title 5 appointment. Veterans' preference does not apply for internal or other current permanent Federal agency employees.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/20/2023. You may qualify based on your experience as described below: Specialized Experience GS-12: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Minimum Requirements for Series requires the applicant to have experience such as: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. You will be rated on the following Competencies for this position: Administration and ManagementAnalytical ThinkingCompliance Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The incumbent works with individuals at all levels within the organization and must work multiple projects simultaneously. The ability to handle conflicting priorities and tight time frames is required. Training and educational programs require a sustained level of positive energy and management of group dynamics.
