The mission of VHA's system-wide Integrity and Compliance (IC) Program is to serve as the principal advisor on issues of organization integrity in the business arena.

Duties
The Compliance Officer contributes to the fulfillment of VHA mission and vision by planning, designing, implementing, and maintaining the IC Program policies and procedures within the healthcare system. The incumbent is the liaison between the VISN Integrity and Compliance Officer and the Boston healthcare system executive leadership for communication of issues relating to ethical business practices and associated regulatory obligations.
The incumbent promotes organizational stewardship through the coordination of compliance education initiatives and the development of effective internal controls in known areas of compliance risk.
The incumbent also serves as the Program Officer for Integrated Ethics for this healthcare system, directing the day-to-day operations of the Program. The aim of an Integrated Ethics Program is to improve ethics quality by integrating three core functions: ethics consultation, preventative ethics, and ethical leadership.
Acts as a subject matter expert and technical resource for implementing regulatory compliance Programs and technologies.
Distributes written policies and procedures that promote commitment to corporate compliance and address specific areas of risk associated with Health Care System business practices and operations.
Maintains collaborative working relationships with the Business Office, Health Information Management, Medical Staff, Regional Counsel, Executive Leadership, and other key stakeholders in the Boston VA Health Care System.
Maintains awareness of laws and regulations, keeping apprised of current changes that may impact the Boston V AHCS IC Program through seminars, training programs, and personal contacts.
Assist in the development and implementation of regular, effective education and training for all healthcare system employees on issues relating to the VHA IC Program.
Maintains processes, such as the IC Helpline, compliance suggestion box, or personal contact to receive complaints, questions, and concerns regarding healthcare system business practices and internal regulations and adopts procedures to protect the anonymity of complainants.
Monitors incidents utilizing the Compliance Inquiry Reporting and Tracking System (CIRTS) and other established methods. Documents allegations of improper activities and the enforcement of appropriate disciplinary actions against employees who have violated compliance policies, regulations, or federal health care program requirements.
The incumbent coordinates and conducts the investigation and remediation of identified system problems and the development of policies addressing federal health care program exclusions pursuant to the Balanced Budget Act of 1997, especially requirements related to the List of Excluded Individuals and Entities (LEIE).
Conducts facility risk assessments and uses the assessment outcomes as a foundational document for development of the healthcare system's Compliance Program.
Participates in external reviews of the organization surveys (JC, IG/CAP, GAO) as directed by Executive Leadership.
Other duties as assigned.
Work Schedule: Full time, Monday - Friday 7:00am - 3:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/10/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Individual Occupational Requirement: Positions in the occupational series 0671 MUST MEET 1 of the following bullet points:
Possess an Undergraduate or Graduate degree with a major field of study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. (TRANSCRIPT REQUIRED)
OR;
Possess progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
OR;
Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
You may qualify for the GS-13 based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.

Physical Requirements: The work is mostly sedentary, although some light physical effort may be required. Walking is required throughout the divisions of the Medical Center. Travel by car or shuttle will also be required. The work is performed in an office/Medical Center environment subject to the ordinary risks of such an environment. May require occasional travel.
