The position serves as a Supervisory Information Technology (IT) Specialist, providing leadership, direction andguidance to assigned staff within the Hosted Infrastructure Division, Infrastructure Management Office, DeputyCIO for Enterprise Infrastructure, and Bureau of Diplomatic Technology (DT/EI/IM/HI).
Duties
Establishes plans for projects assigned to a team of IT Specialists responsible for Tiered Data Center and Hosting services. Manages plans and conducts a variety of analyses of work processes, operational practices, and end user needs.
Oversees the implementation, evaluation, and maintenance of hardware/software/firmware products to accomplish the work of the agency through automation.
Plans and assigns work to be accomplished by team leaders, gives advice and counsel to supervisors, participates in interview and candidate selection for positions, hears and resolves complaints from employees.
Conducts feasibility studies to develop alternative and cost-effective approaches to satisfying infrastructure and user needs.
Oversees the implementation of special projects and metrics management throughout the team, to include implementation of hardware, software, services, and standards to support quality management practices within the team.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants applying for the GS-14 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:
Attention to Detail - experience developing and interpreting IT policies, procedures, and strategies governing the planning and delivery of services throughout the agency such as providing project management support, improving workflow processes, estimating resource requirements, defining milestones, and deliverables and monitoring activities, directing evaluation of effectiveness of technical methods, and evaluating and reporting on accomplishments.
Customer Service - experience providing expert technical advice, guidance, and recommendations to management and other technical specialists on critical IT issues.
Oral Communication - experience communicating complex technical requirements to non-technical personnel, conduct presentations to a diverse audience on the benefits of the Open System Operations offerings, and prepare and present briefings to senior management officials on complex/controversial issues.
Problem Solving - experience making decisions or recommendations that significantly influence important agency IT policies or programs, apply new developments to previously unsolvable problems, and identify the need for upgrades and improvements to the operations infrastructure.
AND
Have at least 1 full year of specialized experience equivalent to the GS-13 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience with enterprise IT infrastructure and hosting platforms utilizing virtualization.
Experience coordinating and managing the lifecycle technology refresh of enterprise IT infrastructure.
Experience developing IT performance measures and identifying appropriate metrics.
Experience providing leadership and direction to IT Specialists and contractor personnel with consideration to the customer experience and providing excellent service.
NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
There is no substitute of education for specialized experience for the GS-14 position.
In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:
