This position is part of the Y-12 Field Office, Department of Energy. A successful candidate in this position will serve as Personnel Security Program Manager providing oversight responsibility for daily contractor operations of the Personnel Security and Human Reliability (HRP) programs at the Y-12 National Security Complex located in Oak Ridge, TN.

SPECIALIZED EXPERIENCE REQUIREMENTS
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, i.e., NQ-02 or GS-12. Specialized experience for this position is defined as Experience in applying security and safeguard principles, practices, concepts, and policies; experience serving as subject matter expert for the Personnel Security and Human Reliability Programs and managing security program duties in the following areas:
1. Self-Assessments
2. Inspections
3. Evaluations
Examples of Specialized Experience:
1. Experience conducting inspections, surveillances, and surveys; perform technical analysis and performance testing, and evaluates security plans, practices, and procedures to evaluate and advise on safeguards and security programs and operations for the protection of national security information and assets.
2. Experience in the application of principles, procedures, concepts, and methodologies in the field of security that is applied to security programs.
3. Experience with conducting evaluations of complex situations, involving human behavior and the judgement and reliability of federal and contractor employees to interpret Departmental and National Standards.
