This position is part of the Office of Environmental Management - Oak Ridge Office, Department of Energy. As a Security Specialist, you are an expert and technical authority in one or more areas of security (physical, industrial, or information), the incumbent provides leadership, expertise, and guidance for security programs throughout the Department and provides advice and direction to DOE leadership in assigned areas.

- This position does not support 100% remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 2 days per pay period.
- You are required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report within 30 days of entering the position and annually (5CFR Part 2634, Subpart I USOGE, 6/08).
- This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing thereafter. Failure to test or a positive result on random drug tests conducted after appointment may result in removal from Federal employment.
- A preliminary background check must be completed before a new employee can begin work. Current Federal employees or other individuals with an existing completed background investigation may not be required to undergo another background check.
- This position has been designated as Critical-Sensitive and requires a security clearance at the Q-level. The incumbent is required to obtain and maintain this clearance level; failure to do so may result in separation from federal service.
- Hiring incentives may be authorized for a highly qualified candidate based on budget availability and in accordance with federal regulations.
- This position is not included in a Bargaining Agreement.
- This position is included in the Department of Energy's Technical Qualification Program (TQP).
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-13 level. Specialized experience for this position is defined as meeting 02 of 03 of the following:
Providing consultation to senior management on policy development, improvement of program planning and physical security protection matters internally or externally to the organization.
Providing oversight of security programs to ensure that sensitive information is not compromised
Identifying training requirements to meet Departmental policy objectives of safeguarding classified information, nuclear material, conduct of inspections/surveys, assessments and inspection of facilities and equipment.
There is no substitution of education for specialized experience at the GS-14 grade level.
"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

CTAP/ICTAP candidates: To be considered "well qualified" you must (1) meet all of the requirements as described in this section; and 2) be rated "well-qualified", which is defined as having a score of 85 or better.
