This position is part of the Office of Environmental Management - Oak Ridge Office, Department of Energy. As a Security Specialist, you will be responsible for providing a range of security related expertise assuring that the security posture of Department of Energy facilities, programs, projects and activities are properly analyzed, evaluated, and documented. Providing leadership, expertise, and guidance for security programs throughout the Department.
Duties
As a Security Specialist, you will:
Advise management on the best methods for implementing national level guidance pertaining to safeguarding the overall security within an organization.
Create and prepare briefing materials for Congressional Hearings.
Prepare, justify, and/or administers staffing plans and budgets for program areas; plans, administers, and monitors expenditures to ensure cost-effective support of programs and policies; assesses staffing and financial condition of an organization.
Provide expert consultation to senior management in Department of Energy/National Nuclear Security Administration (NNSA) and other Government agencies on policy development, interpretation, implementation, and improvement of the program planning and management topical areas.
Brief Senior Department of Energy/National Nuclear Security Administration management on potential complex-wide impacts stemming from new or changing national-level guidance.
The incumbent prepares and conducts threat briefings for the Secretary of Energy and other Cabinet level policy and decision makers, members of Congress and Congressional staff, and others on a broad range of domestic threat developments in the areas of expertise.

Qualifications
GS-14 SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-13 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:
Providing advisory services on sensitive information for security programs;
Implementing and interpreting security policies pertaining to physical, information, and industrial security programs; and
Evaluating physical, industrial, and information security policy requirements.
"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
