About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the HQ US SOUTHCOM, Security and Intelligence Directorate, Duty Location Tampa, FL.

Duties

Serves as an INTELLIGENCE OVERSIGHT OFFICER subject matter expert with responsibility for all functions and duties regarding Intelligence Oversight. Researches, reviews, and interprets Intelligence Oversight policy for conformance with public law, executive orders, DoD, and DA requirements. Makes decisions or recommendations significantly changing and interpreting Intelligence Oversight policies and programs. Maintains DoD and SOUTHCOM Intelligence Oversight related policies and products keeping SOUTHCOM personnel apprised on all issues related to oversight of programs supporting intelligence and intelligence-related activities, Oversees and manages team of contractor analysts supporting DoD’s global Counterdrug (CD) mission. Ensures contractor analysts meet DoD intelligence tradecraft standards, as appropriate, and fully comply with DoD intelligence oversight procedures. Monitors contractor performance and ensures workload is appropriately focused on DoD CD program priorities. Plans, overseas, leads, and executes Intelligence Oversight inquiries into questionable intelligence activities throughout all DoD and SOUTHCOM elements. Responsible as a command intelligence oversight expert to addresses the issues and implications posed by emerging programs providing open-source information. Responsible for the reporting of, tracking, and follow up of alleged “Questionable Intelligence Activities,” “Significant and Highly Sensitive Matters” and “Federal Crimes” in accordance with DoD Directives and Regulations. Develops, manages and conducts Intelligence Oversight training of DoD and SOUTHCOM personnel.

Requirements

  • Must be able to obtain and maintain a Top-Secret security clearance based on a T5 (or equivalent level) investigation with eligibility for sensitive compartmented information (SCI).
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • May be required to take a counterintelligence scope polygraph examination for Special Access Program and Sensitive Activity access.
  • Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
  • This position is located in Tampa, FL to facilitate management and oversight of contractor team and Temporary Duty Travel (TDY) to SOUTHCOM HQ and other CONUS and OCONUS locations up to 25% of the time.
  • All SOUTHCOM employees may be subject to extended TDY or worldwide deployments under field conditions during crisis situations or to perform routine mission essential functions as determined by management in accordance with AR 690-11.
  • Two year trial period may be required.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-13). You will be evaluated on the basis of your level of competency in the following areas: Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
