You will serve as an Intelligence Specialist in the Office of Special Technology of NAVAL INTELLIGENCE ACTIVITY.
All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service b. specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.
Duties
You will research, develop, assess, apply and transition innovative intelligence tradecraft methodologies, emerging technologies, and unique open-source data to address priority Defense Enterprise threats, challenges, and opportunities.
You will plan, organize, develop, coordinate, and manage innovative research and development projects including scheduling, requirements refinement, contract and budget execution, user test and evaluation, capability deliver, and deconfliction.
Youi will provide expertise across a wide variety of innovation and intelligence tradecraft area including research design, complex data analytics, advanced visualization and analysis, technology assessment, and methodology development.
You will liaise as support to customers, partners, and chain of command from across the Intelligence, Combatant Commands, Services, interagency, commercial sector, academic and research centers, innovation start-ups and others.
You will conduct analysis and risk assessment of emerging threats, vulnerabilities, and security environment as well as other research and development that could affect current projects, developmental pivots, and/or on-going research methodologies.
Requirements

- Must be determined suitable for federal employment.

- You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
- You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
- Males born after 12-31-59 must be registered for Selective Service.

- This position requires a periodic polygraph examination.
- This position may requires a 2-Year DCIPS trial period requirement.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Planning, organizing, developing and coordinating research and development efforts incorporating military, civilian and contractor personnel to achieve program objectives that encompass a wide variety of efforts; 2) Identifying and tracking emerging, converging and potentially disruptive technologies that are of significance to the command or organization; 3) Participating in DoD and interagency studies, task forces, and working groups to develop polices and concepts within or affecting the command or organizations mission and objectives.
