This position is located in the Washington Headquarters Services (WHS), Financial Management Directorate (FMD)/Accounting Division. Provides financial management services, advice, and assistance to supported customers in the application of financial management systems theories, concepts, principles and standards related to development, execution, and maintenance of strategic and operations plans and business coordination impacting the Financial Management Directorate.
Duties
Incumbent typical work assignments may include the following:
Oversee the total managerial and accounting operations of the Accounting Division, including managing and supervising accounting personnel.
Plan overall accounting and business systems requirements and schedule operations.
Determine policies, procedures, and techniques for accounting system operations and managerial accounting daily operations.
Serve as the principal staff advisor to the Director of Financial Management on allotment accounting and managerial accounting issues.
Ensure that the WHS Allotment Accounting System (WAAS) meets the requirements set by various governmental bodies (GAO, OMB, Treasury, OSD).
Manage the accounting system workload migration and modernization efforts, including the Enterprise Business Accountability System for Defense (EBAS-D).

- The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays and/or mandatory overtime.
- Work may occasionally require travel away from the normal duty station via military or commercial aircraft.
- Will be required to file an OGE Form 450, Confidential Financial Disclosure Report upon appointment and will be required to file annually.
- Must be able to obtain the appropriate certification level for this position.
Qualifications
Time in Grade:
For entry at the GS-15 level, status applicants must have served 52 weeks as a GS-14 or higher grade in the Federal Service.
Specialized Experience:
For the GS-15, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-14 grade level in the Federal service, or comparable in difficulty and responsibility to GS-14 if outside the Federal service.
Specialized experience is defined as (1) managing revolving or working capital funds, to include planning, programming, budgeting and budget execution at the activity or agency level; (2) analyzing discrepancies between financial systems and funding authorities, commitments, obligations and disbursements; and (3) providing advice and technical guidance related to accounting and financial management.
In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. Education
