This position is located in Assets Reliability, Performance & Maintenance (TEZM), Technical Services (TEZ), Engineering and Technical Services (TE), Transmission Services (T), Bonneville Power Administration (BPA).
A successful candidate will serve as a Transmission Line/Fiber field Maintenance Specialist to plan and direct work associated with fiber optic and transmission line outage restoration, and provide authoritative guidance related to transmission line maintenance (TLM) activities.
Duties
As a Transmission Line/Fiber Field Maintenance Specialist, you will:
Ensure designs are in technical compliance with specifications from a line maintenance perspective, safe working areas, or that final product is maintainable using line maintenance procedures.
Assess current technology relating to line maintenance of high voltage transmission lines and fiber optic cable to determine reliability or effectiveness.
Perform failure analysis system-wide, watching for trends to initiate appropriate action to reduce future failures of the system.
Develop line and fiber maintenance procedures, which minimize interruption or provide alternatives for continuous service.
Respond to 24/7 to all fiber and line emergencies by coordinating and directing the restoration work of Foreman, Linemen or similar positions to restore service timely.
Provide field crews input and expertise on online and fiber maintenance work processes to answer questions and minimize problems that may arise.
Provide technical leadership to develop or retain position as a national leader in safe and cost-effective high voltage transmission line and fiber optic cable maintenance.
Establish line and fiber maintenance training material on organizational or agency-wide standards, requirements, instructions or procedures related to work practices.
Develop Transmission Line Maintenance publications (Standards, Procedures, Instructions and Information or similar) for transmission line structures and their appurtenances, to guide activities of district line maintenance crews or trainees.
Conduct on-site and classroom line and craft training that include proper handling of line and fiber maintenance tools, conductor stringing material, gas and diesel trucks, semi and combination vehicles, or other related subjects needed used in the pursuit of line maintenance activities.

- This position does not support remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 3 days per pay period.
- This position requires a valid driver's license as a condition of employment.
- Employee will be required to be on-call to be able to respond 24/7 to all fiber and line emergencies.
- Position requires regular and recurring travel up to 100% across the BPA service territory.
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS
GS-13: A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service. Specialized experience is defined as: Applying a wide range of concepts, laws, regulations, rules, governances, theories, policies, principles, practices, precedents, governances applicable to 1) fiber optic cable installation and maintenance practices to ensure designs are in technical compliance with specifications from a line maintenance perspective and 2) using knowledge of operating characteristics and capabilities of outage restoration of fiber optic and transmission line outage restoration procedures to respond to fiber and line emergencies to assist in providing direction or resolving problems.

Working Conditions:
The work involves regular and recurring exposure to moderate risks, discomforts, and unpleasantness such as high noise levels, dust, high winds and low or high temperatures; infestation by dangerous reptiles or by poisonous plants, snakes, and/or insects; or adverse weather conditions. Special safety precautions such as protective clothing and gear are necessary.
Physical Conditions:
The work requires some physical exertion, such as long periods of standing, or recurring and considerable walking, stooping, bending, crouching, and climbing in conjunction with installation activities and field inspections. Work may also include frequent lifting of moderately heavy items weighing less than 50 pounds (i.e., 23 kilograms), such as equipment and samples
