About the Position: Serves as a Supervisor and Senior Program Manager for the Mississippi Valley Division (MVD)/Mississippi River Commission (MRC), Regional Business Center (RBC), and in support of the 6 Districts.

Duties
Provides leadership and guidance to the Districts in regard to their program.
Provides project specific engineering analysis and feedback to the specific districts dealing with projects of significance.
Monitors district planning, design and construction activities for projects.
Consults with others on technical and policy issues and makes recommendations.
Supports program oversight, design and analysis.
Assesses changes in programs, policy and/or guidance and provides technical interpretation.
Participates in the development of budget allocation plans, budget testimony and prioritization of Regional and National priorities.
Provides integration and coordination across the region and across various lines involving appropriations for Investigations, Construction, Operation and Maintenance, Flood Control and Costal Emergency, and/or Expenses as appropriate.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent is required to perform temporary duty travel (TDY) approximately 15% of the time in connection with stated duties.
- Incumbent may be required to work an uncommon tour of duty (e.g., evenings, and weekends) in connection with stated duties or emergency situations.
- Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08).

Specialized Experience: One year of specialized experience which includes: Provides advanced engineering advice and consulting services to industry and contractor representatives; Conducts review of plans and specifications for projects in the organization and Monitors overall programs to include schedules, cost, and resource requirements.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
Supervisory Positions: 2638.103 - Government ethics responsibilities of supervisors. Every supervisor in the executive branch has a heightened personal responsibility for advancing government ethics. It is imperative that supervisors serve as models of ethical behavior for subordinates. Supervisors have a responsibility to help ensure that subordinates are aware of their ethical obligations under the Standards of Conduct and that subordinates know how to contact agency ethics officials. Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interest and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports. In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirement
