THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a SUPPLY TECHNICIAN, Position Description Number D0885000 and is part of the ID G4 SMM, National Guard.
THIS POSITION IS INDEFINITE-MAY CONVERT TO A PERMANENT STATUS WITHOUT FURTHER COMPETITION IF POSITION BECOMES AVAILABLE.
Duties
Utilizes various standard automated information systems and monitors accounting and reporting of non-expendable property by units and activities within the command. Reviews equipment status reports, profile listings and unit status report work lists. Monitors/verifies non-expendable on-hand asset quantities. Verifies authorized non-expendable equipment is on hand or on requisition.
Participates in studies on utilization of command/state equipment assets and makes recommendations for improvements of unit "equipment on hand" readiness. Reviews and approves or recommends approval of requests for turn-ins and lateral transfers of major end items (aircraft, tanks, trucks, weapons, etc) of equipment to improve readiness. As appropriate directs the turn-inof unit excess and coordinates lateral transfers with the USPFO for development of appropriatedirectives.
Participates in the CSDP, examining, reviewing and appraising the accuracy of property bookaccountability. Researches, reviews and reconstructs supply transactions to isolate errors andprovide guidance to correct deficiencies. Examines document registers, document files, suspensefiles and account records to verify postings. Instructs unit personnel on proper posting proceduresand makes on site corrections. Coordinates and monitors USPFO property book validation andreconciliation. Prepares reports on condition of records, shortages, overages, corrections andactions recommended to improve property accountability. Maintains suspense files of visits,pending actions and other pertinent data pertaining to property reconciliation efforts.
Monitors Modified Tables of Organization and Equipment (MTOE), Table of Distribution andAllowances (TDA) and Common Table of Allowance (CTA) applicable to Command units andactivities. Reviews Command requests for changes to ensure requests are valid, have properjustification and are completed in accordance with applicable regulations.
Maintains contact with USPFO, NGB, other states and units to resolve problems within responsibleareas. Provides technical guidance to property book officers and unit supply personnel in propertyaccountability. Develops and recommends changes to regulations, policies and automatedprocesses on property accountability.
Manages the serialization tracking program within the Command, such as Small Arms SerializationProgram (SASP), Controlled Cryptographic Items Serialization Program (CCISP) and RadiationTesting and Tracking Systems (RATTS). Monitors the Continuing Balance System-Expanded(CBS-X) input from units, and in conjunction with USPFO resolves problems noted. Processes andresolves semi-annual CBS-X reconciliation.
Manages the loan of equipment within the Command. Coordinates with USPFO on loan requeststo and from activities external to the Command. Validates and ensures Command requests are inaccordance with regulatory guidance. Initiates loan agreement(s) as required.
Performs other duties as assigned.
Requirements

- This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

GENERAL EXPERIENCE:
Experience, education, or training in a variety of operations or situations concerned with substance or content of supply actions, requiring ability to decide course of action to take, considering the circumstances or conditions encountered. Knowledge of basic or commonly applied rules, procedures, or operations such as, filling out, posting, filing, controlling, or coding documents and/or transactions. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE:
Use the Office of Personnel Management Group Coverage Qualification Standard for Clerical and Administrative Positions education requirements and specialized experience requirements of 1-year equivalent to at least next lower grade level for both one- and two-grade interval work.
1-year specialized experience equivalent to at least the next lower grade. Knowledge of governing supply regulations, policies, procedures, and instructions applicable to the specific assignment. Experience conducting searches for required information; reconstruct records for supply transactions; and/or provide supply operations support for activities involving specialized or unique supplies, equipment, and parts. Experience performing various aspects of supply specialist work based on practical knowledge of standard procedures, where assignments include individual case problems related to segments in one or more major areas of supply management. Experience which required person-to-person contacts to convey information and ability to compile reports, letters, memoranda, etc.
Consistent with the grade level determining duties in the position description, higher grade level specialized experience may include experience controlling supply stocks and accounting for equipment, cataloging, maintenance, and disposal procedures. Completing complex supply transactions; and/or providing supply operations support. Experience coordinating with other organizations on complex and controversial supply issues. Experience analyzing, developing, evaluating to improve supply programs, policies, procedures, techniques, etc. Knowledge on the entire inventory management supply system. Experience providing advice and guidance on supply regulations to upper levels of management regarding supply functions.
