Duties

Responsible for directing the formulation, coordination and execution of operational, emergency and disaster plans and policies for the garrison and assigned units. Plans, oversees, assigns, and evaluates work of subordinates in the unit and assures reasonable equity among subordinates of performance standards and rating techniques developed. Provides overall continuity for assigned areas of responsibility. Attends meetings involving subject area in order to update or obtain information for garrison plans. Develops emergency plans and procedures for the effective use of Army resources during no-plan situations. Ensures support annexes for plans and operations orders are developed to compliment emergency contingency plans of higher headquarters.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Position requires that employee pass screening for illegal drug use prior to appointment and subsequent periodic drug screening thereafter.
  • Position requires shift work with normal 8-hour shifts, but may require working extended 12-hour shift, 7 days a week with 25% overtime during times of disaster and/or crisis.
  • Job requires performance of on-call duties with active hours logged as overtime.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • EMERGENCY ESSENTIAL STATEMENT: This position is considered essential to support the Army's mobilization and wartime mission during periods of increasing tension or mobilization.

Current Civilian Employees of the Organization In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience: One year of specialized experience which includes 1. Providing oversight on the formulation, coordination and execution of operational, emergency and disaster plans and policies for a large installation; 2. Assisting with setting up force protection programs in accordance with regulations; 3. Overseeing personnel management such as assigning work, rating, and determining training needs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). You will be evaluated on the basis of your level of competency in the following areas: Administration and ManagementLeadershipPartneringPlanning and Evaluating Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
