The primary purpose of this position is to serve as the Human Capital Program Specialist supporting the HAF/A57IH human capital and workforce strategic lines of effort.
Duties
As Human Capital Manager, plans, organizes, and oversees portions of organizational activities. Leads and conducts assessment of human capital programs associated based on external and internal HAF expert advice.
Conducts and participates in business case analysis development for human capital initiatives and programs. Lead and conduct business studies associated with HAF/A5/7 initiative(s) to include comprehensive data synthesis and analysis; evaluation of stakeholder input; assessment of alternative courses of action; evaluation of costs and risks associated with courses of action; preparation of findings and recommendations; and presentation for HAF and DoD senior leader decision-making.
Serves as the Senior Advisor to develop reengineered business processes, supporting technology, organizational change recommendations, full range of financial management, manpower and human resource programs. As senior advisor to HAF/A5/7, the incumbent independently conceptualizes, plans, coordinates and executes programs, policies and procedures for unique, unprecedented sensitive projects and taskers received from SECAF, OSD, and other senior Air Force officials regarding financial management, manpower, and human resources that will affect the HAF/A57IH.
Performs supervisory personnel management responsibilities for a limited staff of one to two employees. Plans and schedules work to be accomplished by subordinates, adjusting short-term priorities as needed.
Represents HAF/A5/7 with a wide variety of internal and external officials. Establishes, develops, and maintains effective working relationships throughout the Air Force, OSD, other DOD components and other Federal agencies.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge in the assigned core business reform area to include overall planning objectives, timing and sequence of key planning events, processes, procedures and source documents of key organizations in the assigned core business area. Working knowledge of executive and congressional directives and guidance regarding Defense or Service future direction and major strategic issues. Ability to identify issues and problems and to formulate and conduct analyses and present recommendations toward the resolution of the issues. Expert skill in establishing and maintaining effective working relationships with individuals involved in or being affected by events/activities associated with organizational activities.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of assigned business area functions as they pertain to Human Capital and Human Resources, operations, policies, procedures, and practices and the concepts, theories, and practices of the work performed in the subordinate organizations.
2. Knowledge of the AF and DoD organizational structures to effectively implement policy and develop guidance, standards, and procedures that affect AF-wide personnel (military and civilians, etc…).
3. Ability to participate in study and business process reengineering teams, apply sound analytic techniques, compile authoritative data, and develop well-documented study results with succinct recommendations for decisionmakers.
4. Skill in planning, organizing, and directing the functions and mentor, motivate, and appraise the staff of an organization.
5. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
6. Ability to collaborate at appropriate levels with organizations both inside and outside the Air Force, DoD and its agencies, and the Federal Government.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
