This position is located at Bureau of the Fiscal Service, Debt Management Operations Division. The primary purpose of this position is to administer, support, execute, and determine enforceability as related to garnishment objections requested in an Administrative Wage Garnishment or Federal Salary Offset hearing.
Duties
The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties and will receive training to help you grow in this position.
Create in-depth cases of debt and determine appropriate course of action for assigned AWG and FSO Hearings based upon review of evidence combined with knowledge of regulations, policies, and established analytical procedures.
Identify and address concerns found in assigned AWG and FSO Hearings and resolve concerns with the assistance of DDM Legal and Policy sections.
Develop and provide training and guidance to lower level specialist and new staff assigned to AWG and FSO Hearings as needed.
Contribute to improving efficiency, effectiveness, and customer interaction; demonstrate technical skills; and demonstrate observable behaviors that contribute to driving results.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. For the GS-12: You must have one year of experience at the GS-11 level, or equivalent in other public or private sectors, that is directly related to the position as listed above and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
Specialized experience for this position includes:
- Understanding & preparing legal and technical documentation; AND
- Understanding and practice with collection of non-tax related debt and DCIA; AND
- Advising on inquiries that require research, analysis and evaluation due to individuals varied financial situation and the application of differing laws and regulations to debt.
For the GS-11: You must have one year of experience at the GS-9 level, or equivalent in other public or private sectors, that is directly related to the position as listed above and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
Specialized experience for this position includes:
- Familiarity of various financial statements in order to make detailed determinations and decisions on wage garnishments; AND
- Verifying the validity of debts; AND
- Experience analyzing data to resolve problems.
OR
A Ph.D. or equivalent doctoral degree, OR 3 full years of progressively higher-level graduate education leading to such a degree, OR LL.M if related.
OR
You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-12, you must have been at the GS-11 level for 52 weeks.
For the GS-11, you must have been at the GS-09 level for 52 weeks.
