Serves as a Budget Analyst for a Program Office (Veterans Health Administration (VHA) Integrated Veteran Care (IVC)). The position is located in the Business Operations Directorate (Bus. Ops.) within the Share Services Directorate of IVC. Provides financial, budget, and other program support to management.
Duties
These major duties include, but are not limited to the following below:
Makes recommendations concerning changes in funding and budget plans that require corresponding changes in substantive programs.
Coordinate or conduct budget and finance assignments, advising and assisting staff offices and field stations in the application of budget and finance.
Oversee the Financial Operations contract process from requirements gathering through to contract close-out.
Maintains oversight for implementation of laws, directives, and regulations related to internal controls programs and procedures to ensure against vulnerable budget/finance areas.
Conducts technical assistance reviews, surveys, and studies in preparation for analyses and recommendations on budget and finance reporting problems.
Reviews the application of laws, regulations, decisions, and directives of other governmental bodies that affect Program Office budget and finance activities.
Conducts reviews and audits of fund control point activities to ensure appropriate usage of funds.
Work Schedule: Monday through Friday from 8:00am to 4:30pm or upon the discretion of the Supervisor.

Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process. This position may be telework eligible on an ad-hoc basis (ad-hoc is performed on an occasional, one-time, or irregular basis)as determined by agency policy, the discretion of the supervisor and the needs of the service line.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/29/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
1.) Analyzes, advises on, and recommends solutions to budgetary problems in all phases of budget/financial administration.
2.) Assesses cost-effectiveness in meeting program goals.
3.) Provides guidelines on auditing contracts or auditing regulated industries.
4.) Provides administrative and policy direction aligned with missions or functions of the organization
5.) Prepares annual budget estimates and operating plans and ensures effective fund control plans and procedures are in place.
6.) Reviews historical financial data to prepare and/or validate budget estimates and financial reports.

Physical Requirements: The work is principally sedentary.
Work Environment: The work is usually performed in an office setting.
