This position is located in the Veterans Health Administration (VHA), Department of Veteran Affairs (VA). The incumbent serves in a position that is organizationally aligned under the Caregiver Support Stipend Program (CSSP). The incumbent serves as the Budget Analyst for the CSSP and provides financial, budget and other program support to department Leadership and to the Caregiver National Program Office on a wide range of VA benefit programs totaling roughly $2 Billion in funding.
Duties
Major Duties:
Performs oversight duties of the Caregiver Stipend Program and works with the Caregiver National Program Office and VA Finance in the application of budget policy, standards, and procedures to assure compliance with applicable laws, regulations and published financial and budget policy and directives.
The incumbent will be responsible for executing the monthly and weekly payment files. Responsible for developing and maintaining a system of reviews and evaluations of financial records to identify problems, abnormal balances, lack of recordings, etc. to ensure professional budget and finance practices are followed. Performs quality assurance reviews to provide assurances as to the financial integrity of CSSP processes and practices.
Drafts decisions necessary to clarify problems and strengthen CSSP budget and finance regulations and policies. Prepares and supplies authoritative financial statements to the National Program Office, OMB and VA Finance for informational and financial planning purposes.
Evaluates and conducts long-range studies to measure the effectiveness of accounting policies and procedures as they relate to VA accounting. Makes recommendations addressing broad program issues complicated by conflicting program requirements and varying economic and fiscal circumstances. Prepares CSSP budget and finance reports with an explanation of various financial requirements and advice regarding appropriateness of expenditures. Assists in the coordination of the year-end financial certification process including the preparation of certification letters, analysis of responses and follow-up of identified problem areas.
Performs estimates and provides justification for projected budgets ensuring planning guidelines are followed consistent with the National Program Office, OMG, Treasury, regulations, directives and policies.
Reviews data, program requirements and correspondence in assigned areas requiring the concurrence and/or signature of the Chief and/or other senior VA/VHA management officials. Resolves significant problems relating to such correspondence with originating and concurring offices. Conducts pre-briefings with appropriate VA officials on the nature and policy implications of the correspondence.
Formulates, presents, executes and analyzes organizational budgets. Monitors budget allocation and execution to ensure that operating program objectives are met. Performs in- depth, rigorous analysis of budget requests by employing techniques such as cost-benefit analysis.
Performs highly critical medical care allocations and redistributions of both current and prior year funding, researches, establishes and adjusts bills of collection; responds to Caregiver internal inquiries regarding debts, payments and waiver requests; processes check tracers and check cancellations; receives, researches and posts overpayments; validates budget and finance data; certifies obligations and validates supporting budget and finance data; follows up on obligations past their estimated deliver date; and ensures timely stipend payments to Caregivers and vendor invoices for Caregiver CHAMPVA and processes recoupments.
Work Schedule: Monday-Friday, 8 hour shift between 8 AM - 4:30 PM

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/14/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
GS-12 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
1) Performs estimates and provides justification for projected budgets.
2) Performs budget formulation including preparing detailed analyses.
3) Ensures planning guidelines are followed consistent with the National Program Office, OMG, Treasury, regulations, directive and policies.
4) Submits outside office responses to the department Chief and other VHA program managers for final review.
5) Prepares budget presentations, devises and maintains controls necessary to ensure full and accurate reports and projects.

Physical Requirements: No special physical exertion is required. The work is primarily performed while sitting, though some work may require periods of standing. The regular and recurring work of the position involves sitting at a desk, conferences, meetings, etc., and occasional visits to activity work sites. Occasionally incumbent is required to carry light objects, such as presentations, files, mail, supplies and papers.
