The primary purpose of this position is to perform Program Analyst duties, responsible for providing a high level of administrative and data support. Personnel assigned to this role fill a Clinic Profiler position, responsible for ensuring accurate creation, validation, and management of clinic profiles.

Duties

This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-09, however a selection can be made at any of the following grade levels: GS-07 OR GS-09. At the GS-07 grade level, you will progressively acquire the background necessary to perform at the full performance level of GS-09. Major duties include but are not limited to; Responsible for service level clinical data reporting as requested, accurate and timely data retrieval pertaining to clinic management. Provides technical advice and guidance as necessary to assist services with troubleshooting clinic access and clinic utilization issues. Review reports, records, and statistical computations for accuracy and propriety. Responsible for all aspects of the clinic set-up and maintenance process for the facility. Expected to have in-depth understanding of clinic set-up and provides technical guidance to integrate profile management, appointment length times and clinic grids reflect healthcare providers availability, and any compliance issue is resolved prior to the clinic set-up. Ensures the clinic/provider profiles are set up according to the clinic structure, allowing the scheduling of patients, direct workload capture and co-pay billing, direct MCA costing. Ensures analytics, goals, are being met using accurate and timely clinic management tools for their designated services/clinics. Participate in Facility projects, task forces, and committees to problem-solve, educate, and implement software, data capture and scheduling directive matters, and other workgroups related to access, wait times, and clinic profile management. Responsible for oversight of all clinics set up options, clinic profiles and outputs. Position requires knowledge and innovative skill to achieve clinic set up in the best interests of all clinic profile management for the Facility. Develops, implements, and monitors procedures for creation and maintenance of all clinics. Assumes overall responsibility for establishing and editing clinic changes, notifications, for new and established clinics and inactivating clinics in the system. Responsible for standardization of clinic profile management, coordinating, establishing, and maintaining all computerized clinic profiles utilized by the Facility and meeting standards, accurate wait time and outcome measures. Responsible for creating new clinics, adjusting existing profiles as necessary for changes, inactivating & cancelling clinic availability. Reports as a source of data concerning utilization, access, MCA stop code assignment, encounters, workload and other data measures. Performs data retrieval and analysis for reports; prepares reports to monitor accuracy and utilization regarding clinic profile management and communicates to appropriate facility groups for action. Reviews reports, records, and provides statistical analysis for accuracy in clinic profile management by accessing data, presenting alternatives, making recommendations, and assisting with developing problem resolutions. Identifies problems and applies analytical techniques, correcting negative trends and provides resolutions to system issues/malfunctions, to include encounter and transmission errors, clinic grids and other issues related to clinic profile management such as character nomenclature, length, count vs non-count, stop code validation, appointment letter, audio reminder calls, phone validation and overbook capacity is reasonably established. Evaluates data capture outputs that includes but not limited to clinic utilization, accurate clinic parameters, program clinic naming standards, etc. to ensure facility compliance with scheduling directives and other national guidance as it relates to Clinic Profile Management. Routinely reviews clinic profiles, identifying and assist staff in projecting clinic needs with grid validation and analyzing clinic utilization. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday - Friday; 8:00 a.m. - 4:30 p.m. Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet time-in-grade and specialized experience requirements by the closing date of this announcement, 12/02/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.   • Rank in the upper one-third of your class in the college, university or major subdivision.
  • A grade-point average of "B" (a GPA of 2.95 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last two years of undergraduate study.
