About the Position: Serves as a Supervisory Traffic Management Specialist, in a shift operation of the Defense Transportation Tracking System (DTTS) Branch, Domestic Movement Division.
Duties
Gives advice, counsel, or instruction to employees on both work and administrative matters.
Hears and resolves employee complaints, referring group grievances of more serious complaints to the Division Chief.
Serves as the on-site senior transportation manager and technical authority for DTTS operations.
Provides technical advisory services and is the Operations authority in meetings with DOD organizations or other domestic and foreign organizations associated with the Defense Transportation Tracking System DTTS Program.
Within the division, the incumbent is responsible for formulating overall traffic management policies, establishing operating requirements, evaluating plans and programs, and maintaining operations.
The incumbent will organize and maintain the records management system, manage supply inventories, and act as the section Defense Transportation System technical representative.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has a Temporary Duty (TDY) or business travel requirement of 20% of the time.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position has been designated as "Key" and shall not be vacated, must be exempted from recall to active duty.
- Position may require incumbent to work rotating work shifts, weekends and holidays. May be contacted outside of normal duty hours to assist with serious incidents, emergencies, or accidents, and notify leadership as needed.
- A one year Supervisory probation period is required to assess your ability to perform supervisory duties, unless previously completed.
- Incumbent is subject to a one year probationary period unless already completed.
- Position has been designated Mission Essential. In the event of severe weather conditions or other emergencies natural or man made incumbent is required to report to work or remain at work as scheduled to support mission operations.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
Specialized Experience: One year of specialized experience which includes 1) Creating executive-level presentations for visiting high-ranking officials; 2) Advising management on the implementation of new traffic management policies to establish operating demands; 3) Forecasting transportation needs and producing reports for briefings; 4) Conducting risk assessments to efficiently manage government resources. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
